LETTER DATED 28 FEBRUARY 1994 FROM THE PERMANENT REPRESENTATIVE

OF KUWAIT TO THE UNITED NATIONS ADDRESSED TO THE PRESIDENT OF

THE SECURITY COUNCIL

On instructions from my Government, I have the honour to transmit to you herewith the text of a statement issued on 26 February 1994 by the Kuwaiti Minister of State for Cabinet Affairs concerning the hideous massacre that took place at the Haram al-Ibrahimi in Hebron.

I should be grateful if you would have this letter and its annex circulated as a document of the Security Council.

Statement issued by the Kuwaiti Minister of State for Cabinet

Affairs on 26 February 1994

Today, the State of Kuwait expressed its condemnation of yesterday's hideous massacre of dozens of Palestinian victims at the Haram al-Ibrahimi in Hebron.  It urged the international community and the Security Council to assume a role in the protection of the Palestinian people.  Mr. Abd al-Aziz Dakhil al-Dakhil, Minister of State for Cabinet Affairs, made the following statement to the Kuwait News Agency:

"The State of Kuwait has learnt with deep sorrow of the execrable crime committed yesterday against Palestinian worshippers at the Haram al-Ibrahimi in Hebron by a group of Israeli settlers.

"As it condemns in the strongest terms this inhuman massacre – one in which dozens of Palestinian martyrs were killed and more than 300 were wounded and which, because of its atrocious character and the fact that it was committed in a place of holy sanctuary, has shaken the conscience of mankind – the State of Kuwait holds the Israeli Government fully responsible for this criminal act and for the protection of the inhabitants of the occupied territories in accordance with the provisions of the relevant international conventions.

"The State of Kuwait urges the international community and the Security Council to assume a role in the adoption of adequate measures to protect the Palestinian people from the recurrence of such crimes and in international efforts to safeguard the rights of Palestinians in accordance with international legitimacy."
