QUESTION OF THE VIOLATION OF HUMAN RIGHTS IN THE

OCCUPIED ARAB TERRITORIES, INCLUDING PALESTINE

Letter dated 16 February 1993 from the Permanent Observer for Palestine

to the United Nations Office at Geneva addressed

to the Under-Secretary-General for Human Rights

In grave violation of the Principles of International Law recognized by the Charter of the Nürnberg Tribunal of 1945, the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations adopted by the General Assembly in its resolution 2625 (XXV) of 24 October 1970, as well as its resolution 3314 (XXIX) of 14 December 1974 containing the Definition of Aggression, the provisions of the fourth Geneva Convention of 1949 and the purposes of the Charter of the United Nations concerning the principles of international cooperation and friendly relations between States, the Israeli occupation military forces on Thursday, 11 February 1993, shelled 22 Palestinian houses in Khan Younis, Gaza Strip, using artillery and rockets.  This led to the complete destruction of those houses.

By this action, the Israeli military authorities perpetrated new acts of aggression and added new methods to their practices, denying Israel's international obligations in addition to its violations of the bases of international humanitarian law.

Those demolitions caused the scattering of more than 186 Palestinian citizens.  Besides, more than 20 were wounded by the above-mentioned shelling.

We kindly request you to circulate this memorandum as an official document of the forty-ninth session of the Commission on Human Rights, under agenda item 4.
