In the meantime, the artillery bombardment of the town of Zibdin, the Bayad neighbourhood and the Kafur road continued until 2100 hours.
At 1920 hours on 26 April Israeli aircraft attacked the towns of Mansuri, Qulaylah, Hinniyah, Sama`iyah, Ramadiyah, Malikiyah and Shu`aytiyah.
The Lebanese Government strongly condemns these actions undertaken by Israel. They developed into a large-scale act of aggression against Lebanon in which wholesale massacres of civilians took place and there was appalling destruction of homes, hospitals and places of business and of the infrastructure of the Lebanese national economy.
Because of this act of aggression by Israel, more than 180 citizens have been killed, more than 400 have been injured and hundreds of thousands have been displaced.
This aggression is part of a series of Israeli attacks that represent flagrant violation of Lebanon's sovereignty and independence and are in breach of international law and human rights. Their barbarous features – especially the ambulance massacre, the families wiped out under the rubble of their homes, and the Qana massacre of 112 civilian citizens, including a large number of children and women, who had sought the protection of the United Nations – provide evidence of the aggressive character of the brutal Israeli occupation, of the Israeli Government's policy of malice, antipathy and enmity and of Israel's failure to comply with the relevant resolutions of the United Nations, most recently General Assembly resolution 50/22 C of 25 April 1996 condemning this aggression and considering Israel responsible for compensating Lebanon for all the losses arising therefrom.
I should be grateful if you would have this letter circulated as a document of the General Assembly, under agenda item 44, and of the Security Council.
