Progress report of the United Nations High Commissioner for Human Rights on the implementation of Human Rights Council resolution 19/18
1. The present report is submitted in accordance with paragraph 6 of Human Rights Council resolution 19/18, in which the Council requested the United Nations High Commissioner for Human Rights to submit to the Council, at its twentieth session, a progress report on the implementation of that resolution. The reporting period was from the date of adoption of resolution 19/18, 22 March 2012, to 7 May 2012.
2. In order to follow up on the implementation of resolution 19/18 within the reporting period, the Office of the High Commissioner (OHCHR) sent notes verbales and other communications to key interlocutors to which the United Nations independent international fact-finding mission on the Gaza conflict addressed recommendations in its report (A/HRC/12/48). In the light of paragraph 2 of resolution 19/18, OHCHR also sent a note verbale to the Permanent Mission of Switzerland to the United Nations Office and other international organizations in Geneva.
3. The purpose of the above-mentioned notes verbales and other communications was to request information regarding measures taken or envisaged to be taken in order to implement the recommendations made by the fact-finding mission, as well as detailed information on non-implementation and on other measures required to ensure the most adequate and effective implementation of the said recommendations. The information received in response, as well as information gathered from publicly available sources, will form the basis of the report of the Secretary-General, which will be submitted to the Council at its twenty-first session, pursuant to paragraph 5 of resolution 19/18.
