Letter dated 6 September 1989 from the Chargé d'affaires a.i. of the

Permanent Mission of Lebanon to the United Nations addressed to

the Secretary-General

On instructions from my Government, and further to our previous letters, I regret to have to inform you that, on 27 August 1989, the Israeli authorities deported four Palestinians from the occupied territories to Lebanese territory by way of the Zimraya crossing.  From there they were transported by civilian vehicle to the headquarters of the International Committee of the Red Cross at Ksara.

The Lebanese Government once again draws attention to this new violation by the Israeli authorities of the sovereignty and territorial integrity of Lebanon and stresses its rejection of Israel's persistence in following the policy of deporting Palestinians from its territory to Lebanon, in violation of the International Bill of Human Rights and in defiance of the fourth Geneva Convention of 1949.  These actions also show Israel's indifference to and disregard of the relevant Security Council resolutions, the most recent being resolution 636 (1989) of 6 July 1989, which clearly calls upon Israel to halt deportation operations and to ensure the return of those deported.

I request that this letter be circulated as an official document of the General Assembly, under items 37 and 39 of the provisional agenda, and of the Security Council.
