Summary statement by the Secretary-General on matters of which the Security Council

is seized and on the stage reached in their consideration

Addendum

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

The list of items of which the Security Council is seized is contained in documents S/2002/30 of 15 March 2002, S/2002/30/Add.l of 22 March 2002, S/2002/30/Add.2 of 25 March 2002, S/2002/30/Add.3 of 26 March 2002, S/2002/30/Add.5 of 1 April 2002 and S/2002/30/Add.13 of 9 April 2002.

During the week ending 13 April 2002, the Security Council took action on the following item:

The Security Council resumed its consideration of the item at its 4508th and 4509th private meetings, held on 8 April 2002, its 4510th meeting, held on 8 and 9 April 2002, and its 4511th meeting, held on 10 April 2002. There was one suspension and one resumption of the 4510th meeting.

At the close of the 4508th meeting, held in accordance with the understanding reached in the Council's prior consultations, in accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued through the Secretary-General in place of a verbatim record:

"At its 4508th meeting, held in private on 8 April 2002, the Security Council considered the item entitled 'The situation in the Middle East, including the Palestinian question'.

"The President, with the consent of the Council, invited the representative of Israel to participate in the discussion of the item without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure.

"The members of the Council and the representative of Israel had a constructive discussion."

At the close of the 4509th meeting, held in accordance with the understanding reached in the Council's prior consultations, in accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued through the Secretary-General in place of a verbatim record:

"At its 4509th meeting, held in private on 8 April 2002, the Security Council considered the item entitled 'The situation in the Middle East, including the Palestinian question'.

"In accordance with the rules of procedure and the previous practice in this regard, the President, with the consent of the Council, invited the Permanent Observer of Palestine to participate in the discussion.

"The members of the Council and the Permanent Observer of Palestine had a constructive discussion."

By a letter dated 6 April 2002 addressed to the President of the Security Council (S/2002/359), the representative of Tunisia, acting in his capacity as Chairman of the Group of Arab States for the month of April 2002, and on behalf of the States members of the League of Arab States, requested the convening of an immediate meeting of the Security Council to consider "the continued escalation of the Israeli military aggression against the Palestinian people and the Palestinian Authority, in total disregard of the resolutions of the Security Council, in particular resolutions 1402 (2002) and 1403 (2002)" and "to consider the adoption of the necessary immediate measures to ensure an end to the current tragic situation and the implementation of the Security Council resolutions referred to above."

At its 4510th meeting, held on 8 and 9 April 2002, in accordance with the above request, the President, with the consent of the Council, invited the representatives of Algeria, Bahrain, Canada, Cuba, Ecuador, Egypt, India, the Islamic Republic of Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, the Libyan Arab Jamahiriya, Malaysia, Mauritania, Morocco, Oman, Pakistan, the Republic of Korea, Qatar, Saudi Arabia, South Africa, Spain, the Sudan, Tunisia, Turkey, the United Arab Emirates and Yemen, at their request, to participate in the discussion of the item without the right to vote.

In response to the request contained in a letter dated 8 April 2002 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2002/361), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.

The meeting was suspended.

Upon the resumption of the meeting on 9 April 2002, the President, with the consent of the Council, invited the representatives of Indonesia, Nepal and the Philippines, at their request, to participate in the discussion of the item without the right to vote.

At its 4511th meeting, held on 10 April 2002 in accordance with the understanding reached in its prior consultations, the President stated that, following consultations of the Council, he had been authorized to make a statement on behalf of the Council and read out the text of that statement (for the text, see S/PRST/2002/9; to be issued in Official Records of the Security Council, Fifty-seventh Year; Resolutions and Decisions of the Security Council, 2002).
