Situation in the OPT/Expulsion – Letter from Palestine

Letter dated 28 August 1989 from the Chargé d'affaires a.i.

of the Permanent Observer Mission of Palestine to the

United Nations addressed to the Secretary-General

Upon instructions from the Executive Committee of the Palestine Liberation Organization, which has the power and responsibilities of the Provisional Government of the State of Palestine, we bring the following to your immediate attention:

On 27 August 1989, Israel, the occupying Power, expelled five Palestinians from the occupied Palestinian territory to Lebanon and France, whose names are as follows:

1. Bilal Issedine Shakashir, 37 years old, from Nablus.

2. Majed Abdullah Labadi, 39 years old, from Abu-Dis.

3. Mohammed Abdul Jailil M'tur, 39 years old, from Al-Bireh.

4. Odeh Yusef Ma'ale, 31 years old, from Kafr-Na'ameh.

5. Taysir Rajab Aruri, 43 years old, from Al-Bireh.

Again, Palestine would stress that their expulsion constitutes a flagrant violation of the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, the Universal Declaration of Human Rights and numerous United Nations resolutions on the question of Palestine, in particular, Security Council resolutions 607 (1988), 608 (1988) and 636 (1989).

Israel, the occupying Power, should be made to ensure the safe return of the expelled Palestinians to their homes and to desist from committing further such violations.

The situation in the occupied Palestinian territory is extremely grave and calls for immediate action by the international community.  In bringing the aforementioned to your attention, the Permanent Observer Mission of Palestine to the United Nations requests that appropriate measures be taken.

I should be grateful if you would arrange to have the text of this letter circulated as an official document of the General Assembly, under items 37, 39, and 78 of the provisional agenda and of the Security Council.
