LETTER DATED 5 MAY FROM THE CHARGÉ D'AFFAIRS A.I. OF

THE PERMANENT MISSION OF ISRAEL TO THE UNITED NATIONS

ADDRESSED TO THE SECRETARY-GENERAL

I refer to the letter dated 4 April 1997 (S/1997/275) from the Palestinian Permanent Observer addressed to the Secretary-General.

The proposition that a State Member of the United Nations "has no authority whatsoever with regard to issues relating to the work of the Security Council of the United Nations" is astonishing and unacceptable.

Regarding the authority to request meetings of the Security Council, Israel is of the view that the clearly established practice pursuant to which only States are entitled to make such requests reflects the provisions of the Charter of the United Nations and the provisional rules of procedure of the Security Council and should continue to be followed.

I should be grateful if you would have the present letter circulated as a document of the Security Council.
