Mideast situation – Letter from SecCo president

LETTER DATED 23 SEPTEMBER 1982 FROM THE PRESIDENT OF THE SECURITY

COUNCIL ADDRESSED TO THE FEDERAL MINISTER FOR FOREIGN AFFAIRS OF AUSTRIA

I have the honour to acknowledge receipt of the letter dated 21 September 1982 which Your Excellency addressed to me in my capacity as President of the Security Council.  As requested by the Permanent Representative of Austria to the United Nations, the letter has been circulated as a document of the Security Council (S/15416).

I wish to assure Your Excellency that the members of the Security Council share the view of your Government that the massacres in Lebanon are criminal acts, deserving the condemnation of the international community.  The Council thus acted quickly and adopted unanimously resolution 521 (1982), by which it inter alia condemned the massacres and increased the number of United Nations observers in and around Beirut from 10 to 50.

At this moment, members of the Council are giving serious consideration to your Government's suggestion on the possible dispatch of a commission of investigation and I have furthermore been in contact with the parties involved, in particular the Government of Lebanon.

I assure Your Excellency that appropriate conclusions will be reached as soon is possible.
