Letter dated 20 March 1995 from the Permanent Representative of
Norway to the United Nations addressed to the Secretary-General
In its resolution 49/21 B of 2 December 1994, the General Assembly requested the Secretary-General to designate a United Nations agency to disburse the voluntary contributions given by donors in the light of the activities of the Ad Hoc Liaison Committee for salaries and other start-up costs of the Palestinian Police Force, for a period ending not later than the end of March 1995.
In the light of the positive experience with this arrangement to date and the difficult financial situation of the Palestinian Authority, Norway, as Chairman of the Ad Hoc Liaison Committee, believes that this arrangement should continue for some time.
I have therefore been instructed by my Government to seek an extension of the authorization given to the Secretary-General regarding the disbursement of salaries, etc., to the Palestinian Police Force. A draft resolution to that effect will be submitted shortly.
We are now engaged in a process of consultations with interested delegations on a proposed text for such a resolution, the results of which indicate support for our approach.
Against this background, I request that the discussion on item 37 (b) on special economic assistance to individual countries or regions be reopened.
