Situation in the OPT – Letter from Palestine

Letter dated 5 November 1990 from the Chargé d'affaires a.i. of the

Permanent Observer Mission of Palestine to the United Nations

addressed to the Secretary-General

I am instructed by the Executive Committee of the Palestine Liberation Organization, which has the powers and responsibilities of the Provisional Government of Palestine, to bring the following to your immediate attention:

The Israeli Security Forces have been waging a campaign of oppression and terror against Palestinian civilians in the occupied Gaza Strip, during the last 48 hours and until the present time. This campaign of oppression, which we believe comes in implementation of a political decision by the Government of Israel, resulted in 700 casualties among Palestinians of all ages and from all over the region, especially cities of Gaza and Rafah. Among those casualties over 200 have been caused by live ammunition.

This situation requires immediate consideration and action by the international community, in particular by the Security Council when it resumes its deliberations in accordance with paragraph 4 of Security Council resolution 673 (1990).

I should be grateful if you would arrange to have the text of the present letter circulated as an official document of the General Assembly, under agenda items 23, 35 and 75, and of the Security Council.
