Letter dated 28 November 2001 from the Permanent Representative of Israel
to the United Nations addressed to the Secretary-General
I wish to draw your attention to the latest incident in the ongoing Palestinian campaign against Israel.
Last night, at approximately 7.30 p.m. (local time), Palestinian terrorists attacked several Israeli commuters with indiscriminate gunfire and grenades just north of the Gush Katif junction. Etty Fahima, age 45, was killed in the attack, and three others, including a 2-year-old girl, were wounded.
Yesterday’s attack represents the latest incident in the continuing campaign of Palestinian terrorism directed against Israeli civilians. The Government of Israel holds the Palestinian Authority responsible for this attack in the light of its continuing role in orchestrating a campaign of violence and terrorism and its steadfast refusal to take concerted action against known terrorists operating in its territory. The Palestinian refusal to suppress terrorism is particularly egregious in the light of the renewed commitment of the international community to mobilize its resources to fight terrorism.
This attack also comes amidst renewed efforts to achieve a ceasefire between the sides. These efforts are destined to fail if the Palestinian leadership fails to fulfil its commitments to end terror and violence.
Israel calls upon the Palestinian leadership to take action, in accordance with its international obligations and signed agreements reached between the parties, to end the violence and terrorism emanating from the territory under its control. Israel further calls upon the international community, in the context of its global campaign against terrorism, to bring full pressure to bear on and take decisive action against all States and entities that support terrorism or are actively engaged in terrorist operations without distinction.
