THE SITUATION IN THE MIDDLE EAST
Letter dated 23 November 1988 from the Permanent Representative of
Mongolia to the United Nations addressed to the Secretary-General
Upon instructions from my Government, I have the honour to transmit herewith the text of the statement issued by the Ministry of Foreign Affairs of the Mongolian People's Republic on the proclamation of the independent Palestinian State (see annex).
I should be grateful if the statement could be distributed as an official document of the General Assembly under agenda items 37 and 40.

Statement issued at Ulan Bator on 22 November 1988 by the Ministry of Foreign Affairs of the Mongolian People's Republic
1. The Mongolian public has warmly welcomed the news that the nineteenth Special Session of the Palestine National Council decided to declare an independent Palestinian State. In saluting this historic decision, the Mongolian People's Republic officially declares that it recognizes the declaration of the independent Palestinian State. The proclamation of the Palestinian State is an event which will give a significant impetus to bringing years-old heroic struggle of the Palestinian people to final victory and to a comprehensive and just settlement of the Middle East crisis.
2. The Government of the Mongolian People's Republic believes that the convening under the auspices of the United Nations of an international conference on Middle East problems, and the holding of equal and constructive negotiations among all parties concerned and, above all, the withdrawal of Israeli troops from the occupied Arab territories, are of crucial importance for the practical establishment of a recently declared Palestinian State. The Mongolian people reaffirms its firm solidarity with the just struggle of the Palestinian people for the full exercise of their legitimate right to establish a State of their own.
