Letter dated 25 July 1990 from the Permanent Representative of Lebanon

to the United Nations addressed to the Secretary-General

On instructions from my Government, and further to our previous letters concerning Israeli practices in Lebanon, I have the honour to inform you that the Israeli occupation forces are building a road in the Kawkaba region, where United Nations troops operating in southern Lebanon are stationed. Those in command of the troops attempted to prevent the occupation forces from continuing their operations in the above-mentioned region by blocking the road with vehicles flying the United Nations flag.  The Israelis forced their way through the barricade, using a bulldozer to move aside a troop-carrier belonging to the United Nations, so as to finish the road by force.  A Norwegian member of the United Nations forces was injured during the incident, and the situation between those troops and the Israeli occupation forces remains tense.

The Lebanese Government strongly condemns such Israeli practices and calls on the international community as represented by the United Nations to take all necessary steps to put an end to the Israeli practices and acts of aggression, which are contrary to the instruments and principles of international law and make a mockery of the most basic human rights.  This fresh act of aggression constitutes wilful provocation against the United Nations troops, as well as flagrant disregard of the will of the international community and of Lebanon's sovereignty and territorial integrity.

I should be grateful if you would have the text of this letter circulated as an official document of the General Assembly, under item 35 of the provisional agenda, and of the Security Council.
