Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

The Security Council resumed its consideration of the item at its 4146th meeting, held on 23 May 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the implementation of Security Council resolutions 425 (1978) and 426 (1978) (S/2000/460).
The President, with the consent of the Council, invited the representative of Lebanon, at his request, to participate in the discussion of the item without the right to vote.
The President stated that, following consultations of the Council, he had been authorized to make a statement on behalf of the Council and read out the text of that statement (for the text, see S/PRST/2000/18; to be issued in Official Records of the Security Council, Fifty-fifth Year, Resolutions and Decisions of the Security Council, 2000).

The Security Council resumed its consideration of the item at its 4147th meeting, held on 25 May 2000 in accordance with the understanding reached in its prior consultations.
In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Mr. Hédi Annabi, Assistant Secretary-General for Peacekeeping Operations.
