to the United Nations addressed to the Secretary-General
I have the honour to send you the latest information concerning the settlement activities carried out by Israel in the occupied Arab territories during July 1983. These activities, which represent a violation of the principles of international law relating to military occupation and, in particular, of the Hague Conventions of 1907 and the fourth Geneva Convention of 1949, have as their object the confiscation of Arab land for the establishment of new settlements.
I need not stress the dangers of the continuation of such a policy for peace and security and for the prospects for peace in the region.
I should be grateful if you would arrange foe this letter and its annex to be circulated as a document of the General Assembly, under item 69 of the provisional agenda, and of the Security Council.

Israeli settlement activity during July 1983
In July, the occupation authorities established a single settlement, called "Adam", on the main road between Al Qods (Jerusalem) and Jericho.
The settlement is named after General Yakotael Adam, who was killed during the Israeli invasion of Lebanon. Its establishment began with the installation on 30 July 1983 of 18 Jewish families from several districts in the Al Cods sector, occupied in 1948.
During the same month, the occupation authorities confiscated 3,000 dunums of communal land in the Nablus district (on 2.0 July) and 10 dunums in the village of Sourif (Al-Khalil district) belonging to Mr. Dhahir Moussa Ibrahim and his brothers. In addition, the Israeli newspaper Hatsofeh of 20 July 1983 stated that officials of the Israeli Ministry of Transport intended to execute a project for the construction of a railway line linking Israel to the settlements on the West Bank.
