Summary statement by the Secretary-General on matters of which the Security Council is seized and on the stage reached in their consideration 

   Addendum 

  Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

  The list of items of which the Security Council is seized is contained in documents S/2003/40 of 14 February 2003, S/2003/40/Add.3 of 21 February 2003, S/2003/40/Add.4 of 24 February 2003, S/2003/40/Add.11 of 28 March 2003, S/2003/40/Add.14 of 17 April 2003, S/2003/40/Add.19 of 23 May 2003, S/2003/40/Add.20 of 30 May 2003 and S/2003/40/Add.24 of 27 June 2003.

  During the week ending 20 September 2003, the Security Council, at its 4831st meeting, held on 19 September 2003, considered its draft report to the General Assembly covering the period from 1 August 2002 to 31 July 2003.

  The Security Council adopted the draft report, as corrected, without a vote, and the decision was reflected in a note by the President of the Council (S/2003/901).

  By a letter dated 12 September 2003 addressed to the President of the Security Council (S/2003/880), the Permanent Representative of the Sudan to the United Nations, in his capacity as the Chairman of the Group of Arab States for the month of September 2003, and on behalf of the States members of the League of Arab States, requested that an immediate meeting of the Security Council be convened “to consider the continued Israeli escalation against the Palestinian people and their leadership and to take the necessary measures in this regard”. The letter also contained the text of a draft resolution for the Security Council’s consideration.

 The Security Council resumed its consideration of the item at its 4824th and 4828th meetings, held on 15 and 16 September 2003 in accordance with the understanding reached in its prior consultations, in response to that request. There was one suspension and one resumption of the 4824th meeting. 

  On 15 September 2003, the President, with the consent of the Council, invited the representatives of Algeria, Argentina, Australia, Bahrain, Bangladesh, Brazil, Canada, Cuba, Egypt, India, Indonesia, Israel, Italy, Japan, Jordan, Malaysia, Morocco, Saudi Arabia, South Africa, the Sudan, Tunisia, Turkey and the United Arab Emirates, at their request, to participate in the discussion without the right to vote.

  In response to the request contained in a letter dated 12 September 2003 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2003/886), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion. 

  In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Terje Roed-Larsen, Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General.

  In response to the request contained in a letter dated 12 September 2003 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the President of the Security Council (S/2003/887), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Yahya Mahmassani, Permanent Observer of the League of Arab States to the United Nations.

  In response to the request contained in a letter dated 15 September 2003 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council’s provisional rules of procedure to Papa Louis Fall, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

 The meeting was suspended. 

  Upon the resumption of the meeting, the President, with the consent of the Council, invited the representatives of Nepal and Norway, at their request, to participate in the discussion without the right to vote.

  At the 4828th meeting, on 16 September 2003, the President drew attention to a draft resolution (S/2003/891) submitted by Pakistan, South Africa, the Sudan and the Syrian Arab Republic.

  The Security Council proceeded to vote on draft resolution S/2003/891, which received 11 votes in favour (Angola, Cameroon, Chile, China, France, Guinea, Mexico, Pakistan, Russian Federation, Spain, Syrian Arab Republic), one against (United States of America) and three abstentions (Bulgaria, Germany, United Kingdom of Great Britain and Northern Ireland), and was not adopted, owing to the negative vote of a permanent member of the Council.
