  Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

  By a letter dated 9 October 2003 addressed to the President of the Security Council (S/2003/973), the Permanent Representative of the Syrian Arab Republic to the United Nations, in his capacity as the Chairman of the Group of Arab States for the month of October 2003 and on behalf of the States members of the League of Arab States, and referring to two letters dated 1 and 3 October 2003 from the Permanent Observer of Palestine (S/2003/929 and 938), regarding “the decision by Israel to proceed with the construction of its expansionist conquest wall” and “the continuing illegal Israeli settlement activities”, requested that an immediate meeting of the Security Council be convened “to consider the above-mentioned grave and ongoing Israeli violations of international law, including international humanitarian law, and to take the necessary measures in this regard”.

  The Security Council resumed its consideration of the item at its 4841st and 4842nd meetings, held on 14 October 2003 in response to that request. 

  At the 4841st meeting, the President, with the consent of the Council, invited the representatives of Argentina, Bahrain, Brazil, Cuba, Egypt, Indonesia, the Islamic Republic of Iran, Israel, Italy, Japan, Jordan, Lebanon, the Libyan Arab Jamahiriya, Malaysia, Nepal, New Zealand, Norway, Qatar, Saudi Arabia, South Africa, the Sudan, Tunisia, Turkey, the United Arab Emirates and Yemen, at their request, to participate in the discussion without the right to vote.

  In response to the request contained in a letter dated 13 October 2003 from the Permanent Observer of Palestine to the United Nations (S/2003/988), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.

  In response to the request contained in a letter dated 9 October 2003 from the Permanent Representative of the Syrian Arab Republic to the United Nations (S/2003/975), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Yahya Mahmassani, Permanent Observer of the League of Arab States to the United Nations.

  In response to the request contained in a letter dated 13 October 2003 from the Permanent Representative of the Islamic Republic of Iran to the United Nations (S/2003/989), in his capacity as Chairman of the Organization of the Islamic Conference (OIC) Group at the United Nations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Ahmad Hajihosseini, Deputy Permanent Observer of OIC to the United Nations and Chargé d’affaires a.i. 

  In response to the request contained in a letter dated 13 October 2003 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council’s provisional rules of procedure to Papa Louis Fall, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

  At the 4842nd meeting, the President drew attention to a draft resolution (S/2003/980) submitted by Guinea, Malaysia, Pakistan and the Syrian Arab Republic.

  The Security Council proceeded to vote on draft resolution S/2003/980, which received 10 votes in favour (Angola, Chile, China, France, Guinea, Mexico, Pakistan, Russian Federation, Spain, Syrian Arab Republic), 1 against (United States of America) and 4 abstentions (Bulgaria, Cameroon, Germany, United Kingdom of Great Britain and Northern Ireland) and was not adopted, owing to the negative vote of a permanent member of the Council.
