Consideration of the Draft Progress Report to the Conciliation Commission for the period 14 May — 18 July (Draft prepared by the Secretariat).
The Committee considered the draft report paragraph by paragraph.
Paragraphs 1 to 13 of the draft were approved subject to drafting changes and the re-arrangement of certain paragraphs.
It was decided, that paragraph 16 of the draft should be rearranged and transferred to form the last part of paragraph 14, re-numbered as 15.
Paragraphs 17 to 22 were approved subject to drafting changes.
In paragraph 23 it was agreed to refer to the “presentation” of the views expressed in Dr. Eytan’s letter and the subsequent meeting of the Committee with the Israeli Delegation, in place of the phrase “the following modifications of or additions to” these views.
Paragraph 24 was approved and it was decided to add at the end of paragraph 25 the substance of the first sentence of paragraph 31 and to delete the latter paragraph.
Paragraphs 26 to 30, 32 and 33 of the draft were approved with minor drafting changes.
Regarding Section IV, “Observations”, the Committee approved paragraphs 34, 37, 38 and 40, with minor drafting changes.
It was decided to delete paragraphs 35 and 36 as being mainly in the form of a recapitulation.
It was decided to delete paragraph 39 and to revise paragraph 41 to state that the General Committee would endeavour to obtain from the Israeli delegation an elaboration of its territorial proposals, and to elicit from the Arab delegations a more precise indication of their attitude on territorial questions, which had not as yet been forthcoming.
Regarding paragraph 42, the Committee Secretary said that it had been included on the view that the Committee might wish to convey to the Commission the opinion that in certain instances, separate meetings with the Arab delegations would prove useful in the ensuing work of the Committee.
After discussion it was decided to delete paragraphs 42 to 44.
The Committee approved the draft report as amended.
