LOCAL EU STATEMENT ON ICHR REPORT 2012
EU missions in Jerusalem and Ramallah welcome the latest Annual Human Rights Report from the Independent Commission on Human Rights (ICHR). The EU is concerned about recurrent reports of cases of torture and ill treatment of detainees by Palestinian law enforcement agencies and welcomes the Presidential instruction to respect the prohibition of torture as a relevant and unambiguous response. The EU equally welcomes the decision by President Abbas to set up a committee to follow up on all recommendations in the report.
The EU fully supports the important work by the ICHR and calls upon the Palestinian Authority to live up to its financial obligations towards the ICHR, thereby demonstrating Palestinian commitment to respect and promote adherence to human rights.
The EU will continue to promote support for human rights by all in the West Bank and Gaza, in particular through its regular dialogue with the Israeli authorities and the Palestinian Authority as well as support to Palestinian institutions and civil society.
