North Gaza Emergency Sewage Treatment Project (p074595)
Status of Implementation
As of October 4, 2007
The project comprises 2 parts, Part A (Effluent Transfer) and Part B (Wastewater Treatment Plant). The completion of Part A will have the biggest impact in mitigating the risk of system failure which could be a hazard to human life of the surrounding communities. Part B is important for environmental reasons but its completion will not materially reduce the risks in the short term.
Part A: Effluent Transfer (Under Construction)
This part is composed of three contracts. Namely they are: 1) the terminal pumping station, 2) the transmission line and 3) the infiltration basins. The completion of the three corresponding contracts is necessary to have the desired risk of reducing impacts. Coordination with IDF is ongoing but the lack of clearances from IDF for the entry of materials into Gaza and site accessibility remains a critical obstacle that hinders the completion of the three contracts.
The total value of this part is about US$ 15.0 million and is financed by an IDA trust fund (US$5.9million) and an EIB loan through the MOF (US$ 5.4 million) and MOF contribution (US$2.5 million). IDA allocations have been fully disbursed, and MOF has transferred to the NGEST account US$1.9million. MOF needs to transfer the remaining fund to the NGEST accounts promptly.
§ Sewage Transmission line: Substantially completed. The remaining works are related to installation of valves, which are currently available in Israel. The transfer of these valves to Gaza needs to be cleared by IDF.

§ Terminal Pumping Station: Substantially completed. The pumps and some pipes and fittings were cleared and forwarded to the site in Gaza. However, the remaining necessary parts are still awaiting Israeli clearance.

The contractor is on stand by since a month until materials are delivered and work can resume.
§ Infiltration Basins: Work is progressing slowly. The 2 infiltration basins planned for completion by June 2007 have been delayed due to site closures and delays in clearing goods to Gaza. The excavation work and shaping of the 9 infiltration basins are complete. However, the following materials still need to be received to complete the works.

The site was not accessible for two sequential days 1 -2 October 2007. The contractor started in working in finalizing the eastern embankments shaping and leveling the basin 1 in addition to (plantation), until materials are delivered and work can resume..
Part B: Wastewater Treatment
§ Construction Supervision: Contract has been signed with Sogreah
§ WWTP: Bid opening was September 17, 2007. No bids were received. Pre-qualified bidders apologized due to the prevailing security / political situation in Gaza.
§ At the meeting with the donors (AFD, EC/EU, SIDA. EIB) held on Tuesday Oct. 2, 2007 to discuss PWA report on Part A status and its proposal for Part B re-bidding. The meeting re-iterated that the completion of Part A is of utmost importance and requested PWA/PMU to provide the donors by Wednesday Oct. 10, 2007 with a detailed work schedule for the remaining works showing days to completion as the material in not yet in Gaza. In addition PWA/PMU will revise the proposal regarding Part B re-bidding taking into consideration the security conditions as a major risk factor which may entail amendments to the bidding documents.
Status of Pumping of Effluent from Beit Lahia Lake
The correct operation of the Beit Lahia lake facilities will be an important part of the successful risk mitigation strategy. Currently, pumping from the lake is being done on an ad hoc basis and without a strategic concept. The Bank had asked the CMWU to prepare and implement a coherent Operation Plan early April 2007. A draft has been submitted on June 28, 2007 and is expected to be finalized for review on Thursday October 18, 2007. The Bank team is monitoring the preparation and will review the submitted plan for immediate implementation.
