The Permanent Mission of the Hashemite Kingdom of Jordan presents its compliments to the Centre for Human Rights and has the honour to enclose a copy of a note which has been prepared by Mr. Nabil Ramlawi, Permanent Observer for the PLO to the ONU, regarding violations of human rights of the population of the Occupied Territories.

It would be appreciated if the documents may be circulated as a document of the forty-first session of the Commission on Human Rights.

Subject: Israeli practices affecting human rights in the occupied Palestinian territories during the year 1984
The Israeli occupation authorities are continuing to violate human rights in the occupied Palestinian territories in disregard of the resolutions of the United Nations and its Commission on Human Rights which, for many years, have been calling upon Israel to refrain from those violations which they have strongly condemned during successive sessions. Notwithstanding the various resolutions of the Commission on Human Rights and, in particular, the resolutions adopted at its fortieth session in which it strongly condemned Israelis inhuman practices against Palestinian citizens in the occupied Palestinian territories in violation of the principles, set forth in the Charter of the United Nations, the Universal Declaration of Human Rights and the Geneva Conventions of 1949, the continued engagement of the Israeli occupation authorities in those practices during 1984 constitutes a flagrant and deliberate violation of the principles of the Charter of the United Nations and the Universal Declaration of Human Rights and a shameful disregard of all the resolutions of the United Nations and the Commission on Human Rights in that regard. In view of this extremely grave situation which poses a serious threat to international peace and security, effective action should be taken to protect human rights in the occupied Palestinian territories, thereby preserving the prestige of the international community, as represented by the United Nations and its specialized agencies, in the face of Israel's nonchalant disregard for its principles and resolutions.

In this connection, I am transmitting to you herewith some examples that constitute a representative but far from exhaustive list of Israeli practices affecting various aspects of human rights in the occupied Palestinian territories during the year 1984, hoping that this memorandum will be distributed to the distinguished members of the Commission on Human Rights at its forty-first session that is due to be held from 4 February to 15 March 1985.

Imprisonment and detention

During the period 2 January 1984 – 30 November 1984, 379 persons were sentenced to terms of imprisonment in the occupied West Bank and Gaza Strip. In order to keep this memorandum within reasonable proportions, we have deemed it preferable to mention only the number of cases without giving details of names, places and sources which are, however, available and can be presented if necessary. The total number of Palestinians serving sentences in Israeli prisons currently amounts to 3,500 (three thousand five hundred freedom fighters). During the period 6 January 1984 – 5 December 1984, 287 persons were detained without trial in the occupied Palestinian territories. Details of these cases are also available.

Restricted residence

During the period 4 January 1984 – 6 December- 1984, the Israeli occupation authorities imposed restricted residence on 50 Palestinian personalities in the occupied Palestinian territories. Details of names, places and dates are available and can be presented if necessary.

Acts of terrorism against Palestinians in the occupied Palestinian territories

Israel Radio	11 Jan	On 10 January 1984 two hand grenades were found in a plastic bag at the Haram Al Ibrahimi in Hebron. It is said that the organization "Terror against Terror" is responsible for these operations.
Israel Radio	15 Jan.	Radio Israel stated that a bomb had exploded at the "Russian Convent" in Ain Karim. An extremist Jewish organization is believed to be responsible for this incident.
Ha'aretz	29 Jan.	A group of unknown Jews from the organization "Terror against Terror" tried to infiltrate into the Haram Al-Sharif at Jerusalem in order to attack it. They fled when they were discovered by the Arab guards, leaving behind them 18 hand grenades and about 10 kg of explosives.
Israel Radio	22 Feb.	Members of the Jewish organization "Terror against Terror" placed an explosive charge on the roof of a house in Duhaisha camp.
Al Fajr	22 Feb.	On 21 February, unknown Jewish settlers cut down about 100 large olive trees in the area north-west of Jerusalem using power-driven saws.
Asha'b	22 Feb.	Jewish settlers from the settlement of Kiryat Metzim in the district of Nablus destroyed crops belonging to Arab citizens from the village of Beni Hasan.
Radio Israel	4 Mar.	Israeli settlers fired on a bus carrying Arab workers from the village of mazra'a Sharqiya. Seven of the passengers were wounded.
Asha'b	19 Mar.	An Arab vehicle from the village of Beni Na'im was fired on from a vehicle belonging to Israeli terrorists.
Al Fajr	25 Mar.	On the morning of 24 march, two bombs placed by Israeli terrorists were found at the Boys' Secondary School at Qabatiya.
Al Fajr	7 Apr.	Israeli settlers kidnapped a young man, Mansour Qasim, from the village of Boudin while he was walking in Faisal Street in Nablus.
Al Fajr	7 Apr.	Israeli settlers fired on houses in the village of Beit Sahour.
Al Fajr	8 Apr.	Jewish settlers blew up the car of Shaikh Ali Al-Taziz, President of the Chamber of Commerce at Jerusalem.
Radio Israel	9 Apr.	The Israeli police arrested four Jews belonging to the organization "Terror against Terror" who were suspected of causing a series of recent fires in several mosques and churches in Jerusalem.
Ha'aretz	29 Apr.	Members of Jewish terrorist movements placed large explosive charges in seven Arab buses in Jerusalem.
Haolam Hazeh	17 May	The Israeli magazine Haolam Hazeh stated that Jewish settlers had carried out 138 attacks on Arab citizens in the occupied territories between March 1979 and April 1984.
Asha'b	21 May	A number of Jewish settlers attacked
Radio Isarel	2 June	Two Jews threw inflammable material at three Arab youths in East Jerusalem. The victims all suffered burns.
Al Hamishar	7 June	A Jewish settler from the settlement of Mishor Adomin fired on seven camels belonging to a family of nomads in the area. He killed the camels one after the other.
Al Quds	18 June	Jewish terrorists placed a bomb at the football stadium in Beit Safafa.
Al Ittihad	16 July	On 5 July 1984, three Jewish settlers attacked Akram Hammad from the village of Al Awja who suffered severe head wounds after being struck with rocks and rifle butts.
Al Fajr	8 July	Jewish settlers burned crops at the village of Sandala on the main road between Nazareth and Jenin.
Radio Israel	17 July	A Jew attempted to crash through the Ghawanima Gate and enter and Haram Al-Sharif in his car.
Al Fajr	20 Sept.	On morning of 19 September, a group of Jewish settlers accompanied by Israeli police raided the Islamic Dar Al Aytam Orphanage School and abducted one of the pupils.
Davar	16 Sept.	Forty settlers belonging to the Gush Emunim movement rented and took over a hotel (the Pension Al Arabi) in the centre of the city of Nablus. During this operation they called themselves the "nucleus of nablus" and had the intention of establishing a settlement in the city.
Ha'aretz	4 Oct.	Yesterday the Israeli police discovered an arms cache belonging to the Jewish organization "Terror against Terror" at Ain Karim in Jerusalem.
Al Quds	3 Oct.	A large group of Jewish settlers from Kiryat Arab raided Duhaisha camp and attacked its inhabitants.
Al Quds	10 Oct.	The Council of Jewish Settlements began to send out motorized patrols, consisting of four military vehicles, in the vicinity of Duhaisha camp.
Hebrew Radio	29 Oct.	Jewish terrorists fried a "Lav" rocket at an Arab bus on the Jerusalem-Hebron road. One Arab passenger was killed and 10 wounded. An Israeli soldier called David Ben Shimol was arrested two days later and charged with firing the rocket.
Radio Israel	1 Jan.	The Israeli occupation authorities imposed a curfew on the Qasaba district in Nablus.
Al Anba	2 Jan.	The Israeli occupation authorities forbade travel to Amman by the inhabitants of the town of Anabta.
Al Hamishmar	8 Jan.	The occupation authorities refused permission for the journalist Raimonda Taweel to travel to West Germany.
Asha'b	28 Jan.	Israeli occupation forces raided homes in the area of Hawsan in the district of Bethlehem.
Asha'b	28 Jan.	Occupation forces raided a brick factory near Duhaisha camp and abducted Merwan Al Shaikh, a young Arab member of the administrative board of the Duhaisha Youth Centre.
Al Quds	30 Jan.	On 29 January, occupation forces imposed a curfew on the town centre of Nablus and Balata camp.
Al Fajr	12 Feb.	The Israeli authorities seized 80 goats belonging to Ahmad Ghori, from the village of Tayaseer near Tubas, who was also fined 36,000 shekels.
Ha'aretz	16 Feb.	A number of Jews raided the home of 80-year old Muhammad Naufal in the village of Juyus and forces him to sign a document concerning the sale of his land.
Al Fajr	18 Feb.	Yesterday, the Israeli occupation authorities established check-points on the Bethlehem-Jerusalem road.
Asha'b	28 Feb.	Twenty-six-year old Hassan Al Khatib from Ramallah was beaten and wounded by Israeli soldiers while helping some people who were travelling to Lod Airport.
Radio Israel	6 Mar.	This morning an Israeli patrol opened fire in Balata camp when stones were thrown at the vehicle in which it was travelling.
Al Quds	8 Mar.	Commercial establishments in the old city of Nablus were closed on 7 March after Israeli occupation forces opened fire on demonstrators in the city.
Radio Israel	8 Mar.	Radio Israel stated that two bombs had been discovered at the Girls' Primary School at Qalandiya camp, as a result of which studies had been interrupted at the school.
Al Fajr	9 Mar.	On 7 March the military occupation authorities summoned the parents and guardians of students at the Jalazoun camp and threatened them with imprisonment if stones continued to be thrown at Israeli military vehicles.
Radio Israel	11 Mar.	The occupation authorities imposed a curfew on Balata camp following demonstrations that took place in the camp earlier today.
Al Ittihad	28 Mar.	The Israeli occupation authorities arrested large numbers of young persons and students in the occupied territories on the eve of the "Day of the Land".
Al Ittihad	26 Mar.	Israeli "Guardians of Nature" forces confiscated more than 1,000 head of sheep belonging to the inhabitants of the village of Adhna in the district of Hebron.
Radio Israel	31 Mar.	The occupation authorities imposed a curfew on Balata and Ain Beit Al Ma camps and other areas following mass demonstrations and processions on the occasion of the eighth anniversary of the "Day of the Land".
Asha'b	30 Mar.	The Israeli military administration authorities issued a circular to the inhabitants of Jericho forbidding them to enter and area to the north of Nuweyima camp in the district of Jericho for a period of one year since the area was henceforth regarded as a military zone.
Jerusalem Post	4 Apr.	The Israeli Military Court delivered a judgement under which Aida Ayyoub from Jerusalem was forbidden to publish a fortnightly magazine on security grounds.
Al Quds	11 Apr.	The Israeli occupation authorities arrested a number of professors and students at Al Najah University in Nablus while they were travelling on a study tour to the city of Haifa.
Ha'aretz	12 Apr.	Three Israeli soldiers beat up an Arab taxi driver near the kibbutz of Ramat Rahel. They also stole a sum of money from him.
Al Fajr	17 Apr.	Jewish terrorists threw an incendiary bomb at a café in Jenin, wounding three Arab citizens.
Al Fajr	13 May	The occupation authorities arrested Ishaq Al Qawasimi, Riadh Al Ramouni, Jamal Al Khatib and Mahmoud al Qunbur, employees of the Al Fajr newspaper, while they were transporting a number of copies of the newspaper to the Gaza Strip. They were severely beaten and tortured by the occupation forces.
Al Fajr	21 May	Israeli occupation forces cordoned off Jalazoun Camp and arrested a number of young men.
Al Quds	29 May	Several inhabitants of Bir Una, north of Beit Jala, received notices from the Jerusalem Municipal Council informing them that their houses must be demolished.
Radio Israel	28 May	Last night, occupation forces demolished some stone walls near the Haram Al Ibrahimi at Heborn.
Al Fajr	30 May	Israeli bulldozers uprooted the olive trees planted in Salah Abu Rajab's land and demolished the wall of a girls' school for no apparent reason.
Al Quds	31 May	The Israeli army commander in the West Bank issued military order No. 1108 under which any person who throws explosives or stones at a passing vehicle with the purpose of causing damage to it or injury to its passengers is liable to imprisonment for a period of 20 years. The order also provides for a 10-year prison sentence as the penalty for throwing any object whatsoever with a view to obstructing traffic movement.
Al Fajr	6 July	On 5 July, Israeli forces stormed Al Hussein Hospital in Beit Jala and moved Akram Sha'ban Attalhha, an injured youth from Duhaisha camp suffering from bullet wounds, to an unknown destination.
Al Fajr	23 July	The Israeli occupation forces imposed a curfew on the old city of Nablus on the morning of 21 July.
Al Ittihad	22 July	A few days ago, Israeli occupation forces raided the mosque at Al Awja village in the vicinity of Jericho, expelled the worshippers and imposed a curfew on the area.
Al Hamishmar	26 July	Al Hamishmar newspaper, quoting the new yearbook of Israeli journalists, said that the military censor deleted 15 to 30 per cent of the material published by the Arabic newspapers in occupied Jerusalem.
Asha'b	19 Aug.	The Israeli authorities are still refusing to issue permits for Nablus students with secondary education certificates to travel to Jordan to enrol in Arab and foreign universities.
Al Quds	31 Aug.	The Israeli occupation authorities yesterday demolished the electric power network supplying Ain Al Sultan camp in Jericho.
Al Quds	2 Oct.	Racist Knesset member Rabbi Meir Kahane, accompanied by a group of soldiers and the military governor of the Hebron area, forces his way into Duhaisha camp on the evening of 1 October 1984 while a curfew was imposed on the camp.
Radio Israel	4 Oct.	The Israeli occupation forces closed seven pedestrian passageways connecting Duhaisha camp with the Jerusalem-Hebron road.
Al Fajr	5 Oct.	On the night of 4 October, the occupation forces imposed a curfew on Qalandiya and Aroub camps.
Al Fajr	10 Oct.	On 8 October, the Israeli authorities banned a new list of books from circulation in the occupied territories.
Al Quds	14 Oct.	The Israeli authorities barred Mustafa Al-Natsheh, the dismissed mayor of Hebron, from leaving the West Bank for the United States to participated in a conference to which many personalities had been invited for the discussion of issues relating to the economic development of the occupied territories.
Asha'b	14 Oct.	The Israeli occupation authorities imposed a curfew on Balata camp.
Al Hamishmar	4 Jan.	The Israeli occupation authorities refused to permit a delegation led by Rashad Al Shawa, the dismissed mayor of Gaza, to visit Cairo to discuss the economic affairs of the Gaza Strip with Egyptian officials.
Al Fajr	5 Mar.	On two successive days, the Israeli police raided the office of lawyer Khalid Al Qudrah, Vice-President of the Bar Association in the Gaza Strip, and accused him of possessing banned publications, although he had been forbidden to leave Khan Yunis since 27 November 1983.
Al Ittihad	5 Apr.	The occupation authorities placed more than 120 students from Al Falouja Secondary School in Jabalia camp, Jaffa School in Gaza and Khaled ibn El Walid School in Nossairat camp under an obligation to report daily to the Office of the Military Governor.
Al Ittihad	10 Apr.	Since last March, the Israeli occupation authorities have arrested large numbers of people in Jabalia camp, including members of volunteer work committees, and Palestinian students. Israeli soldiers assaulted the civilian population during the arrest of a teacher by the name of Aish Abu Sa'ada. Troops subsequently raided the house of this teacher once again and searched it in the presence of a large gathering of local residents.
Al Quds	3 May	The commander of the occupation force in the Gaza Strip, promulgated order No. 851 under article 53 (a) of the Security Instructions, in addition to a new article stipulating that any person throwing an object or stone at a passing vehicle with the purpose of causing damage to it or inuring its passengers shall be liable to imprisonment for a period of 20 years.
Asha'b	10 May	A citizen of Gaza by the name of Muhammad Hasan Abu Amrah lost an eye after being struck on the face by an Israeli officer. Blood gushed from his eyes and he fainted in the civil administration offices to which he had been summoned on the grounds of building a house without a building permit.
Davar	18 Mar.	The Israeli occupation authorities intend to put on trial Mr. Ibrahim Abu Sitta, a lawer and Chairman of the Council of Palestinian Refugees in Gaza, on the charge of holding a political seminar in his house while Arafat was under siege in Tripoli.
Al Fajr	2 June.	Israeli bulldozers recently tore up a plot of land measuring seven durums, destroying the cucumber crop that was growing on it, because the owners refused to rent it to the Israeli authorities.
Al Ittihad	11 June	An official at an Israeli settlement in the area of Rafah denied Issa Zo'orob access to his own plot of land measuring 17 dunums.
Jerusalem Post	7 Sept.	The Israeli Supreme Court rejected a complaint submitted by 35 Arab families in Beit Lahia in the Gaza Strip against the military authorities' intention to remove them from their homes and accommodate them in Jabalia camp as part of an Israeli plan to conceal the Palestinian refugee phenomenon.
Al Quds	17 Oct.	On 15 October, Israeli forces raided Albreig refugee camp club and detained seven young men for interrogation.

Al Quds	15 Jan.	The Israeli occupation authorities demolished a house on the Yatta road belonging to Muhammad Ibrahim Muhammad Al Ja'bari, a Palestinian citizen, and another house belonging to two other citizens, Mahmoud and Muhammad Said Younis.
Asha'b	16 Jan.	Israeli bulldozers demolished the house of the Khaled Ismail Abou Sobeih at Hebron.
Asha'b	18 Jan.	The Israeli occupation authorities demolished the house of Fawzi Ahmed Ali Khalil Al Kaswani in the area of Wadi Kaddouh at Ras Al Amoud in Jerusalem.
Asha'b	5 Feb.	The Israeli occupation authorities demolished the house of Ismail Khalil Ismail at Beit Our Al-Tahta.
Al Fajr	13 Feb.	On 12 February, the Jerusalem Municipality, accompanied by a considerable force of border guards and police, demolished the house of Shehada Abu Mayyala in the Wadi Helwa suburb of southern Jerusalem.
Asha'b	13 Mar.	The occupation authorities decided to close down five shops in the main street at Halhoul.
Al Fajr	15 Mar.	About 20 shopkeepers in the main street of the town of Halhoul received orders to close down their shops.
Al Fajr	20 Mar.	The Israeli Organizing Committee notified the residents of Wadi Izz Al-Din suburb, near the town of Jenin, of the decision to demolish the buildings they had constructed notwithstanding the fact that they had applied for a building permit many years ago.
Al Quds	21 Mar.	On the morning of 20 March, Israeli bulldozers demolished the upper floor of the house of Mahmoud Salman Muhammad, from the Salah-Al Taamreh family, east of Beit Sahour.
Ha'aretz	12 Apr.	The Jerusalem Municipality blew up a new 400 m2 building constructed by the Arab Jerusalem Electricity Company to house additional power transformers.
Al Quds	1 May	The Israeli occupation authorities demolished the residence of Mrs. Raya Muhammad Ahmed Za'atrah and her eight sons in the eastern part of Al Sawahera.
Al Quds	2 May	The Zionist occupation authorities demolished the house of Hassan Abd Ahmed Asakira at Al Taamreh.
Asha'b	25 May	The Zionist occupation authorities demolished three houses belonging to Qasim, Majid and Ali Muhammad in the Wadi Izz Al-Din area known as Al Woueyfat.
Al Fajr	5 June	The occupation authorities forced Muhammad Hassan Al Rifa', from the village of Annata north of Jerusalem, to demolish his farm at his own expense.
Al Quds	5 June	The occupation authorities demolished the house of Abdul Hadi Muhammad Abu Rishan in the area of Al Hawawer in Halhoul.
Al Quds	5 June	The Israeli occupation authorities demolished the house of Sherif Abudl Jalil Ali in the village of Al Walajeh.
Asha'b	12 June	The Jerusalem Municipality sent a written notice to Issa Abudl Jawwad from Annata to inform him of the decision that had beent aken to demolish four shops owned by him in Al Salam Square.
Asha'b	29 June	Israeli bulldozers belonging to the Jerusalem Municipality demolished a warehouse on the Ramallah-Jerusalem road.
Al Quds	17 July	On the morning of 16 July 1984, the Israeli occupation authorities demolished the house of Ayyoub Ali Al Monassra in the town of Beni Na'im.
Al Fajr	23 July	On 22 July 1984, the occupation authorities demolished the house of Ali Salem in the village of Za'tara in the district of Bethlehem.
Al Quds	26 July	The Israeli occupation authorities demolished the house of Muhammad Salem Mustafa Suweilim in the area of Dahweh in Al-Zaheriya.
Al Quds	7 Aug.	Israeli bulldozers demolished the house of Salman Arab in the Al Salib district of Jerusalem.
Al Quds	25 Sept.	On 24 September, the Israeli military authorities demolished four houses in the Nuba area.
Al Quds	27 Oct.	On 25 October, the Israeli authorities demolished eight houses in the village of Broula in the Jordan Valley.
Al Fajr	27 Oct.	The occupation authorities closed the following four commercial establishments in Al Bireh: Al Amana Grocery, Al Brazil Grocery, Al Silwadi Nuts and Candy Store and Nouveautés Suhail.
Al Quds	2 Nov.	The military administration authorities demolished 32 wooden houses owned by the Arab residents of Al Jiftlik. About 200 persons owning agricultural land in the area used to live in those houses.
Al Quds	12 Nov.	On the morning of 11 November 1984, the occupation authorities demolished the house of Ibrahim Atllah in the village of Beit Askariya.
Al Quds	13 Nov.	The Israeli authorities demolished the house of Hassan Salem Suleiman Muhammadein, a member of the Al-Azazmeh tribe and a resident of the village of Nahaleen.
Al Ittihad	6 Nov.	The military administration's organizing committee in the West Bank demolished a stone-cutting workshop belonging to Muhammad Ali Sheikha in Annata near Jerusalem.
Al Fajr	20 Nov.	On 19 November Israeli bulldozers demolished the house of Muhammad Abdul Majid Humeidan Al Saya'ara in the village of Kharas.
Al Quds	28 Nov.	The day before yesterday Israeli bulldozers demolished the house of Adnan Muhammad Rajab Abou Senena at Bir Issa on the Yatta-Hebron road.
Al Ittihad	27 Feb.	On 22 February 1984, the Israeli occupation authorities closed down five shops in the main street at Gaza.
Al Fajr	14 Apr.	The Israeli occupation authorities demolished the houses of the martyrs who hijacked the Israeli bus to Khan Yunis on 13 April 1984.

The closure of universities and schools

Asha'b	29 Mar.	The military governor of the city of Ramallah ordered the closure of the Hashemite Secondary School for an indefinite period.
Al Quds	3 Apr.	The Israeli military administration in the West Bank ordered the closure of Bir Zeit University from the morning of 3 April 1984 for a period of one month.
Al Fajr	30 July	The Israeli military prosecutor for the central region ordered the closure of Al Najah National University for four months with effect from 20 July 1984. On 29 July 1984, Israeli occupation forces raided the university building and confiscated numerous items which were being exhibited at the Palestine Week Fair.
Al Quds	1 Nov.	The Israeli military occupation authorities decided to close Bethlehem University for four days on the grounds that its students had organized political demonstrations.
Al Quds	5 Nov.	The occupation authorities closed the Relief Agency's Taira Institute for Girls at Ramallah for one week.
Al Fajr	18 Nov.	The Israeli military administration authorities closed and sealed the Duheisha Preparatory School for Boys.

The confiscation of land

The Israeli occupation authorities confiscated 5,000 dunums of land in the Hawsan area, 1,300 dunums near the village of Abwein, 25 dunums near Qalqiliya, 80 dunums at Al Ta'amreh in Bethlehem, and 10,000 dunums in the village of Jobou'. According to the 16 February 1984 edition of Ha'aretz, the occupation authorities had confiscated a plot of land of unspecified area at Hebron. The occupation authorities also confiscated a further 12 dunums at Al Ta'amreh, 11 dunums at the village of Sharara, 2,000 dunums at Bettillo, 1,000 dunums east of Yatta, 7.dunums of agricultural land in Wadi Tuffah at Hebron, 2,000 dunums in the Sahl Al Akhdar area of Nablus, 1,200 dunums in Kafr Al-Labad at Tulkarm, 2,000 dunums at Halhoul, 10 dunums at Qutna, 20,000 dunums in the Tulkarm area, 2,000 dunums at Kafr Ne'ma, 300 dunums at Annata, 100 dunums at Khirbat Battir, 1,300 dunums at Mazra'a Qibliya, 1,000 dunums at Bir Zeit, thousands of dunums at Yatta, 1,500 dunums at Deir Qiddis, 5,000 dunums at Deir Dibwan, 1,200 dunums at Shuyukh Al Arroub, 200 dunums of land north of Gaza and 2,450 dunums of land at Belt Bahia.

Zionist colonization and the building of settlements

The Israeli occupation authorities are continuing to build colonial settlements in Palestinian territory notwithstanding repeated condemnation by the United Nations which has called for the cessation of the establishment of these Jewish settlements which constitute an obstacle to peace based on justice in the region. The total number of settlements built so far amounts to 159 settlements in the West Bank and 12 settlements in the Gaza Strip, in addition to ten residential quarters established around the occupied city of Jerusalem. The pace of colonization increased by 60 per cent this year, since the Government of Israel approved the establishment of 62 settlements only last year.

The large-scale escalation during this period is illustrated by the intensification of colonization operations and the frantic activities undertaken in various forms to acquire land through confiscation, de facto occupation or other improper methods. In order to facilitate the seizure of land by force, Colonel Uri Ur, Commander-in-Chief of the Israeli central region issued a decree depriving the West Bank courts of competence to hear cases concerning land, thereby invalidating all decisions delivered by these courts in favour of Arab landowners. During the year 1983/1984, the Israeli Government allocated about $US 470 million to the implementation of its settlement plans. The medium-term objective, up to 1986, is to build 57 additional new settlements in the West Bank. With regard to judaization the Israeli authorities have given Jewish terrorist groups a free hand to murder and terrorize Palestinian citizens in the cities of Hebron and Jerusalem. Zionist terrorists set fire to the central market and a number of Arab "buses in the city of Hebron which was placed under a curfew in the aftermath of the massacre that occurred on the Islamic University campus in which dozens of Palestinian students were killed by Jewish terrorist bands enjoying the protection of the occupation authorities.

All of these incidents occurred after the establishment of the Kiryat Arba settlements and the conversion of a large part of the Haram Al Ibrahimi at Hebron into a Jewish synagogue. In the city of Jerusalem, judaization operations continued. in various fields. The over-all objective of these operations is to judaize the entire city pursuant to the "basic law" concerning the annexation of Jerusalem promulgated by the Israeli Knesset on 30 July 1980.
