The Permanent Mission of the Hashemite Kingdom of Jordan presents its compliments to the Centre for Human Rights and has the honour to enclose a copy of a note which has been prepared by Mr.  Nabil Ramlawi, Permanent Observer for the PLO to the ONU, regarding violations of human rights of the population of the Occupied Territories.
It would be appreciated if the documents may be circulated as a document of the forty-first session of the Commission on Human Rights.

Subject: Israeli practices affecting human rights in the occupied Palestinian territories during the year 1984
The Israeli occupation authorities are continuing to violate human rights in the occupied Palestinian territories in disregard of the resolutions of the United Nations and its Commission on Human Rights which, for many years, have been calling upon Israel to refrain from those violations which they have strongly condemned during successive sessions. Notwithstanding the various resolutions of the Commission on Human Rights and, in particular, the resolutions adopted at its fortieth session in which it strongly condemned Israelis inhuman practices against Palestinian citizens in the occupied Palestinian territories in violation of the principles, set forth in the Charter of the United Nations, the Universal Declaration of Human Rights and the Geneva Conventions of 1949, the continued engagement of the Israeli occupation authorities in those practices during 1984 constitutes a flagrant and deliberate violation of the principles of the Charter of the United Nations and the Universal Declaration of Human Rights and a shameful disregard of all the resolutions of the United Nations and the Commission on Human Rights in that regard. In view of this extremely grave situation which poses a serious threat to international peace and security, effective action should be taken to protect human rights in the occupied Palestinian territories, thereby preserving the prestige of the international community, as represented by the United Nations and its specialized agencies, in the face of Israel's nonchalant disregard for its principles and resolutions.

In this connection, I am transmitting to you herewith some examples that constitute a representative but far from exhaustive list of Israeli practices affecting various aspects of human rights in the occupied Palestinian territories during the year 1984, hoping that this memorandum will be distributed to the distinguished members of the Commission on Human Rights at its forty-first session that is due to be held from 4 February to 15 March 1985.

Imprisonment and detention
During the period 2 January 1984 – 30 November 1984, 379 persons were sentenced to terms of imprisonment in the occupied West Bank and Gaza Strip. In order to keep this memorandum within reasonable proportions, we have deemed it preferable to mention only the number of cases without giving details of names, places and sources which are, however, available and can be presented if necessary. The total number of Palestinians serving sentences in Israeli prisons currently amounts to 3,500 (three thousand five hundred freedom fighters). During the period 6 January 1984 – 5 December 1984, 287 persons were detained without trial in the occupied Palestinian territories. Details of these cases are also available.
Restricted residence
During the period 4 January 1984 – 6 December- 1984, the Israeli occupation authorities imposed restricted residence on 50 Palestinian personalities in the occupied Palestinian territories. Details of names, places and dates are available and can be presented if necessary.

On 10 January 1984 two hand grenades were found in a plastic bag at the Haram Al Ibrahimi in Hebron. It is said that the organization "Terror against Terror" is responsible for these operations.

Radio Israel stated that a bomb had exploded at the "Russian Convent" in Ain Karim. An extremist Jewish organization is believed to be responsible for this incident.

29 Jan.

A group of unknown Jews from the organization "Terror against Terror" tried to infiltrate into the Haram Al-Sharif at Jerusalem in order to attack it.  They fled when they were discovered by the Arab guards, leaving behind them 18 hand grenades and about 10 kg of explosives.

Members of the Jewish organization "Terror against Terror" placed an explosive charge on the roof of a house in Duhaisha camp.

22 Feb.

On 21 February, unknown Jewish settlers cut down about 100 large olive trees in the area north-west of Jerusalem using power-driven saws.

Forty settlers belonging to the Gush Emunim movement rented and took over a hotel (the Pension Al Arabi) in the centre of the city of Nablus.  During this operation they called themselves the "nucleus of nablus" and had the intention of establishing a settlement in the city.

The Israeli occupation authorities arrested a number of professors and students at Al Najah University in Nablus while they were travelling on a study tour to the city of Haifa.

Three Israeli soldiers beat up an Arab taxi driver near the kibbutz of Ramat Rahel.  They also stole a sum of money from him.

The occupation authorities arrested Ishaq Al Qawasimi, Riadh Al Ramouni, Jamal Al Khatib and Mahmoud al Qunbur, employees of the Al Fajr newspaper, while they were transporting a number of copies of the newspaper to the Gaza Strip.  They were severely beaten and tortured by the occupation forces.

The Israeli army commander in the West Bank issued military order No. 1108 under which any person who throws explosives or stones at a passing vehicle with the purpose of causing damage to it or injury to its passengers is liable to imprisonment for a period of 20 years. The order also provides for a 10-year prison sentence as the penalty for throwing any object whatsoever with a view to obstructing traffic movement.

On 5 July, Israeli forces stormed Al Hussein Hospital in Beit Jala and moved Akram Sha'ban Attalhha, an injured youth from Duhaisha camp suffering from bullet wounds, to an unknown destination.

Since last March, the Israeli occupation authorities have arrested large numbers of people in Jabalia camp, including members of volunteer work committees, and Palestinian students.  Israeli soldiers assaulted the civilian population during the arrest of a teacher by the name of Aish Abu Sa'ada.  Troops subsequently raided the house of this teacher once again and searched it in the presence of a large gathering of local residents.

The confiscation of land
The Israeli occupation authorities confiscated 5,000 dunums of land in the Hawsan area, 1,300 dunums near the village of Abwein, 25 dunums near Qalqiliya, 80 dunums at Al Ta'amreh in Bethlehem, and 10,000 dunums in the village of Jobou'. According to the 16 February 1984 edition of Ha'aretz, the occupation authorities had confiscated a plot of land of unspecified area at Hebron. The occupation authorities also confiscated a further 12 dunums at Al Ta'amreh, 11 dunums at the village of Sharara, 2,000 dunums at Bettillo, 1,000 dunums east of Yatta, 7.dunums of agricultural land in Wadi Tuffah at Hebron, 2,000 dunums in the Sahl Al Akhdar area of Nablus, 1,200 dunums in Kafr Al-Labad at Tulkarm, 2,000 dunums at Halhoul, 10 dunums at Qutna, 20,000 dunums in the Tulkarm area, 2,000 dunums at Kafr Ne'ma, 300 dunums at Annata, 100 dunums at Khirbat Battir, 1,300 dunums at Mazra'a Qibliya, 1,000 dunums at Bir Zeit, thousands of dunums at Yatta, 1,500 dunums at Deir Qiddis, 5,000 dunums at Deir Dibwan, 1,200 dunums at Shuyukh Al Arroub, 200 dunums of land north of Gaza and 2,450 dunums of land at Belt Bahia.
Zionist colonization and the building of settlements
The Israeli occupation authorities are continuing to build colonial settlements in Palestinian territory notwithstanding repeated condemnation by the United Nations which has called for the cessation of the establishment of these Jewish settlements which constitute an obstacle to peace based on justice in the region. The total number of settlements built so far amounts to 159 settlements in the West Bank and 12 settlements in the Gaza Strip, in addition to ten residential quarters established around the occupied city of Jerusalem. The pace of colonization increased by 60 per cent this year, since the Government of Israel approved the establishment of 62 settlements only last year.
The large-scale escalation during this period is illustrated by the intensification of colonization operations and the frantic activities undertaken in various forms to acquire land through confiscation, de facto occupation or other improper methods. In order to facilitate the seizure of land by force, Colonel Uri Ur, Commander-in-Chief of the Israeli central region issued a decree depriving the West Bank courts of competence to hear cases concerning land, thereby invalidating all decisions delivered by these courts in favour of Arab landowners. During the year 1983/1984, the Israeli Government allocated about $US 470 million to the implementation of its settlement plans. The medium-term objective, up to 1986, is to build 57 additional new settlements in the West Bank. With regard to judaization the Israeli authorities have given Jewish terrorist groups a free hand to murder and terrorize Palestinian citizens in the cities of Hebron and Jerusalem. Zionist terrorists set fire to the central market and a number of Arab "buses in the city of Hebron which was placed under a curfew in the aftermath of the massacre that occurred on the Islamic University campus in which dozens of Palestinian students were killed by Jewish terrorist bands enjoying the protection of the occupation authorities.
All of these incidents occurred after the establishment of the Kiryat Arba settlements and the conversion of a large part of the Haram Al Ibrahimi at Hebron into a Jewish synagogue. In the city of Jerusalem, judaization operations continued. in various fields. The over-all objective of these operations is to judaize the entire city pursuant to the "basic law" concerning the annexation of Jerusalem promulgated by the Israeli Knesset on 30 July 1980.
