Summary statement by the Secretary-General on matters of
which the Security Council is seized and on the stage reached
in their consideration
Addendum

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.
The list of items of which the Security Council is seized is contained in documents S/2006/10 of 1 March 2006, S/2006/10/Add.12 of 7 April 2006, S/2006/10/Add.15 of 28 April 2006, S/2006/10/Add.16 of 5 May 2006, S/2006/10/Add.21 of 9 June 2006, S/2006/10/Add.24 of 30 June 2006, S/2006/10/Add.27 of 21 July 2006, S/2006/10/Add.31 of 18 August 2006, S/2006/10/Add.36 of 22 September 2006 and S/2006/10/Add.40 of 20 October 2006.
During the week ending 11 November 2006, the Security Council took action on the following items:

The situation in the Middle East, including the Palestinian question (see S/2000/40/Add.39, 44, 46, 47 and 50; S/2001/15/Add.11-13, 34 and 50; S/2002/30/Add.7, 8, 10, 12-15, 17, 23, 24, 28, 29, 37, 38, 45 and 50; S/2003/40/Add.2, 6, 11, 15, 20, 23, 28, 33, 37, 41, 42, 46 and 49; S/2004/20/Add.2, 7, 11, 12, 16, 20, 25, 28, 32, 37, 40, 42, 46 and 50; S/2005/15/Add.1, 6, 7, 9, 11, 15, 19, 23, 28, 33, 37, 41, 47 and 50; and S/2006/10/Add.4, 8, 12, 15, 16, 20, 24, 25, 27, 28, 33, 37 and 41)
By a letter dated 6 November 2006 addressed to the President of the Security Council (S/2006/868), the Chargé d’affaires a.i. of the Permanent Mission of Qatar to the United Nations, in his capacity as Chairman of the Group of Arab States for the month of November 2006, and on behalf of the States members of the League of Arab States, requested that an urgent meeting of the Security Council be convened to consider “the situation in the Middle East, including the Palestinian question”.
By a letter dated 7 November 2006 addressed to the President of the Security Council (S/2006/869), the Chargé d’affaires a.i. of the Permanent Mission of Azerbaijan to the United Nations, in his capacity as Chairman of the Organization of the Islamic Conference (OIC) Group in New York, and on behalf of State members of OIC, requested that an urgent meeting of the Security Council be convened to consider “Israeli aggression in the Gaza Strip and the occupied Palestinian territory, including East Jerusalem”.
By a letter dated 8 November 2006 addressed to the President of the Security Council (S/2006/871), the Permanent Representative of Cuba to the United Nations, in his capacity as Chairman of the Coordinating Bureau of the Non-Aligned Movement and on behalf of the States members of the Movement, requested that an urgent meeting of the Security Council be convened to consider “the situation in the Middle East, including the Palestinian question”.
The Security Council resumed its consideration of the item at its 5564th and 5565th meetings, held on 9 and 11 November 2006, respectively, in response to those requests. There was one suspension and one resumption of the 5564th meeting.
At the 5564th meeting, the President, with the consent of the Council, invited the representatives of Algeria, Azerbaijan, Cuba, Egypt, Finland, Israel, Lebanon, Malaysia, Morocco, Norway, Pakistan, Saudi Arabia, Spain, the Sudan, Tunisia and Yemen, at their request, to participate in the consideration of the item without the right to vote.
In response to the request contained in a letter dated 8 November 2006 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2006/873), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the meeting.
In response to the request contained in a letter dated 8 November 2006 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council’s provisional rules of procedure to Paul Badji, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.
In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Angela Kane, Assistant Secretary-General for Political Affairs.
The meeting was suspended.
Upon the resumption of the meeting, the President, with the consent of the Council, invited the representatives of Brazil, Indonesia, the Islamic Republic of Iran, Jordan, Kuwait, the Libyan Arab Jamahiriya, South Africa, the Syrian Arab Republic and the United Arab Emirates, at their request, to participate in the consideration of the item without the right to vote.
In response to the request contained in a letter dated 9 November 2006 from the Chargé d’affaires a.i. of the Permanent Mission of Qatar to the United Nations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Yahya Mahmassani, Permanent Observer of the League of Arab States to the United Nations.
At the 5565th meeting, the President, pursuant to the decision taken at the 5564th meeting, invited the Permanent Observer of Palestine to participate in the meeting.
The President drew attention to a draft resolution (S/2006/878) submitted by Qatar.
The Security Council proceeded to vote on draft resolution S/2006/878, which received 10 votes in favour (Argentina, China, Congo, France, Ghana, Greece, Peru, Qatar, Russian Federation, United Republic of Tanzania), 1 against (United States of America) and four abstentions (Denmark, Japan, Slovakia, United Kingdom of Great Britain and Northern Ireland), and was not adopted, owing to the negative vote of a permanent member of the Council.
