Summary statement by the Secretary-General on matters of which the Security Council

is seized and on the stage reached in their consideration

 

 

   Addendum

 

 

  Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

  The list of items of which the Security Council is seized is contained in documents S/2006/10 of 1 March 2006, S/2006/10/Add.12 of 7 April 2006, S/2006/10/Add.15 of 28 April 2006, S/2006/10/Add.16 of 5 May 2006, S/2006/10/Add.21 of 9 June 2006 and S/2006/10/Add.24 of 30 June 2006.

  During the week ending 15 July 2006, the Security Council took action on the following items:

    The situation in the Middle East, including the Palestinian question ( see S/2000/40/Add.39, 44, 46, 47 and 50; S/2001/15/Add.11-13, 34 and 50; S/2002/30/Add.7, 8, 10, 12-15, 17, 23, 24, 28, 29, 37, 38, 45 and 50; S/2003/40/Add.2, 6, 11, 15, 20, 23, 28, 33, 37, 41, 42, 46 and 49; S/2004/20/Add.2, 7, 11, 12, 16, 20, 25, 28, 32, 37, 40, 42, 46 and 50; S/2005/15/Add.1, 6, 7, 9, 11, 15, 19, 23, 28, 33, 37, 41, 47 and 50; and S/2006/10/Add.4, 8, 12, 15, 16, 20, 24 and 25)

  

  The Security Council resumed its consideration of the item at its 5488th meeting, held on 13 July 2006 in accordance with the understanding reached in its prior consultations, having before it a letter dated 29 June 2006 from the Permanent Representative of Algeria to the United Nations addressed to the President of the Security Council (S/2006/458) a

nd a letter dated 29 June 2006 from the Permanent Representative of Qatar to the United Nations addressed to the President of the Security Council (S/2006/462).

  The President, with the consent of the Council, invited the representative of Israel, at his request, to participate in the consideration of the item without the right to vote.

  In response to the request contained in a letter dated 13 July 2006 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2006/520), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the meeting.

  The President drew attention to a draft resolution (S/2006/508) submitted by Qatar.

  The Security Council proceeded to vote on draft resolution S/2006/508, which received 10 votes in favour (Argentina, China, Congo, France, Ghana, Greece, Japan, Qatar, Russian Federation, United Republic of Tanzania), one against (United States of America), and four abstentions (Denmark, Peru, Slovakia, United Kingdom of Great Britain and Northern Ireland), and was not adopted, owing to the negative vote of a permanent member of the Council.

  By a letter dated 13 July 2006 addressed to the President of the Security Council (S/2006/517), the Chargé d’affaires a.i. of the Permanent Mission of Lebanon to the United Nations requested that an urgent meeting of the Security Council be convened to consider “the grave situation resulting from the latest Israeli acts of aggression in Lebanon”.

  The Security Council resumed its consideration of the item at its 5489th meeting, held on 14 July 2006, in response to that request.

  The President, with the consent of the Council, invited the representatives of Israel and Lebanon, at their request, to participate in the consideration of the item without the right to vote.

  In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended invitations under rule 39 of the Council’s provisional rules of procedure to Jean-Marie Guéhenno, Under-Secretary-General for Peacekeeping Operations, and Ibrahim Gambari, Under-Secretary-General for Political Affairs.
