SUMMARY STATEMENT BY THE SECRETARY-GENERAL ON MATTERS OF WHICH THE SECURITY COUNCIL IS SEIZED AND ON THE STAGE REACHED IN THEIR CONSIDERATION

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General wishes to submit the following statement on matters of which the Security Council is seized and on the stage reached in their consideration on 31 July 1966.

12. The Palestine question (see S/4098, S/4140, S/4220, S/4786, S/4794, S/5106, S/5112, S/5114, S/5402, S/5414, S/5421, S/6072, S/6087, S/6107, S/6122 and S/6127)

In a letter dated 21 July 1966 (S/7419) the Permanent Representative of Syria requested the President to call an urgent meeting of the Security Council to consider his Government’s complaint concerning an act of aggression committed by Israel against Syria on 14 July 1966.  In a letter of 22 July 1966 (S/7424) they Permanent Representative of Israel also requested the President of the Council to convene an urgent meeting of the Council to consider complaints of Israel against Syria.

As its 1288th meeting on 25 July the Council, after a procedural discussion, placed both complaints on its agenda for consideration in the order of submission as sub-items (a) and (b), of the agenda (S/7432 and Corr.1) and a note by the Secretary-General on efforts of the UNTSO to relieve tension along the line between Israel and the Syrian Arab Republic (S/7434).

At the 1292nd meeting the representative of Jordan and Mali submitted a draft resolution (S/7437) under which the Council would: (1) condemn Israel’s wanton attack of 14 July 1966, as a flagrant violation of the cease-fire provisions of resolution 54 of 15 July 1948, of the terms of the General Armistice Agreement between Israel and Syria, and of Israel’s obligations under the Charter; (2) deplore the losses, human and otherwise, cause by the Israeli air attack for which Israel must assume full responsibility; (3) reaffirm its resolutions III of 19 January 1956 and 171 of 9 April 1962, and deplore the resumption by Israel of aggressive acts unequivocally condemned by those resolutions; (4) remind Israel that the Council had already condemned military action in breach of the General Armistice Agreement, and had called upon Israel to take effective measures to prevent such action; (5) reiterate its call on Israel to comply with its obligations under the Charter of the United Nations in default of which the Council would have to consider that further measures should be invoked; and (6) call upon the Governments of Israel and Syria to co-operate with the Chief of Staff in carrying out his responsibilities under the General Armistice Agreement and the pertinent resolutions of the Security Council, and urge that all steps necessary for reactivating the Mixed Armistice Commission and for making full use of the Mixed Armistice machinery be promptly taken.
