Identical letters dated 4 June 2002 from the Permanent Observer
of Palestine to the United Nations addressed to the Secretary-General
and the President of the Security Council
Israel, the occupying Power, continues with its illegal settlement activities in occupied East Jerusalem and the rest of the Occupied Palestinian Territory. These illegal actions aim at the judaization of the city and at the expansion of Israeli colonization of the Palestinian Territory. Yesterday, Mr. Ehud Olmert, the mayor of West Jerusalem, announced on public radio that an Israeli contractor had begun erecting a fence around a 14-hectare area in the Occupied East Jerusalem neighbourhood of Jabel Mukhaber, where a new illegal Israeli settlement “Nof Zahav” is planned to be built. This extremely dangerous development represents a serious breach of the Fourth Geneva Convention of 1949, as well as flagrant violations of numerous Security Council and other relevant United Nations resolutions. This action will only further exacerbate the already volatile situation and presents additional evidence of the policies of the Israeli government of Mr. Ariel Sharon, which are aimed at completely destroying any potential for a peaceful settlement between the two sides. The international community must ensure the prevention of the execution of the above-mentioned plan.
Furthermore, the broad Israeli military assault against the Palestinian people continues unabated. Today, 4 June 2002, Israeli occupying forces raided and reoccupied the centre of Al-Khalil (Hebron), killing a 16-year-old boy with gunshots to the head and chest. Israeli occupying forces also continued to reoccupy the Palestinian city of Nablus in the Occupied Palestinian Territory, causing further destruction and devastation to those areas. In addition to the killing and the destruction of the property incurred, numerous Palestinians were rounded up in mass arbitrary detentions.

As previously stated in our letters to you, due to the extremely difficult circumstances in the Occupied Palestinian Territory, we were unable to compile a complete and accurate list of all the Palestinian martyrs killed by Israeli occupying forces. In this regard, we have recently obtained some names of the martyrs that had yet to be sent. These additional 50 Palestinian martyrs were killed on 5 April, 10 April, and 2 names in addition to the martyrs killed on 22 April 2002. The number of martyrs killed, including the 16-year-old boy killed today, now raises the total number of Palestinians killed by the occupying forces since 28 September 2000 to 1,599 martyrs. (The names of the martyrs are contained in the annex to the present letter.)
I would be grateful if you would arrange to have the text of the present letter and its annex distributed as a document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council.
