Letter dated 17 November 2000 from the Permanent Representative of Lebanon to the United Nations addressed to the Secretary-General
On instructions from my Government and further to my letters, the latest being the letter dated 10 November 2000 (document S/2000/1087 dated 10 November 2000), I have the honour to inform you that, at 1600 hours on 15 November 2000, on a public road in the village of Adaysah close to the border fence opposite Miskaf’am hill, as Lebanese citizen Abbas Husayn Sulayman, a native and resident of Kafr Kalla, was unloading rocks and rubble from a truck, Israeli forces fired a number of machine-gun rounds in his direction from their position on the above-mentioned hill, as a result of which he was wounded in the left shoulder and was immediately transported to Marjayoun hospital, where he underwent surgery.
This act of aggression constitutes a violation of Security Council resolution 425 (1978) and of the sovereignty of Lebanon, and comes within the framework of Israel’s provocative violations which threaten stability in the southern region.
I should be grateful if you would have this letter circulated as a document of the Security Council.
