Shane Dowling is an Adviser on Political Affairs, Peace and Security in the Office of the President of the 77th Session of the United Nations General Assembly (OPGA).

Prior to joining the OPGA, Shane served for four years in the Permanent Mission of Ireland to the United Nations in New York as Senior Political Adviser. He focused on the work of the Security Council as well as peacekeeping and peacebuilding affairs. During Ireland’s membership of the Security Council (2021 – 2022), Shane held the position of Assistant Political Coordinator and Speechwriter, working on issues across the agenda of the Council. Shane has represented Ireland at the UN’s Fourth Committee and the Special Committee on Peacekeeping Operations, where he also served as lead negotiator for the European Union. He is co-author of “E10 Handbook – A Practical Guide for Elected Security Council members”.

Prior to joining the Mission in New York, Shane worked at the Permanent Representation of Ireland to the OECD and UNESCO in Paris, where he served as a Delegate to the OECD’s Budget Committee and External Relations Committee and led Ireland’s engagement on several UNESCO bodies and conventions.

Shane studied at Trinity College Dublin, Sciences Po Paris, and École Normale Supérieure, Paris. He is a native English speaker with fluency in French. He has an advanced level of Spanish and Irish.
