Shaoxuan Liu is a Senior Adviser for Sustainable Development in the Office of the President of the 77th session of the General Assembly.

This is the third Presidency in which Mr. Liu has served, after being part of the office during the 75th session, under H.E. Mr. Volkan Bozkir (2020-2021), and the 76th session, under H.E. Mr. Abdulla Shahid (2021-2022).

Mr. Liu is a diplomat seconded by the People’s Republic of China. He served in the Chinese Embassy to the Sultanate of Oman and Chinese Mission to the United Nations Office at Geneva for two terms respectively between 2007 and 2018.

During his service in the Chinese Foreign Ministry, he was a Deputy Director of the Department of International Organizations and Conferences. His portfolio covered a wide range of issues, including Security Council affairs, Eurasia cooperation, human rights, health, intellectual property, science and technology, civil aviation, women, youth, disability and non-governmental organizations (NGOs).

Mr. Liu got his Bachelor’s degree in English and Master’s in International Relations at China Foreign Affairs University.
