Monitoring Framework for the APoA

Prepared by UN-OHRLLS in consultation with members of the Inter-Agency Consultative Group (IACG) and drawing on data compiled across the United Nations system, the framework provides a focused yet comprehensive set of indicators to support systematic, coherent, and effective follow-up to APoA implementation at the national, regional, and global levels. It is designed to strengthen accountability, support evidence-based policymaking, and inform progress reporting for landlocked developing countries.

The APoA Monitoring Framework tracks progress across the Programme’s five priority areas:

  1. Structural Transformation and Science, Technology and Innovation

  2. Trade, Trade Facilitation and Regional Integration

  3. Transit, Transport and Connectivity

  4. Enhancing Adaptive Capacity, Strengthening Resilience and Reducing Vulnerability to Climate Change and Disasters

  5. Means of Implementation 

The framework currently covers 74 measurable APoA targets through 122 indicators. The framework is to be updated periodically as methodologies evolve and new data become available.
