UNCCT Annual Report

For over ten years, UNCCT has been a Global Centre of Excellence, delivering capacity-building support to Member States in their implementation of the United Nations Global Counter-Terrorism Strategy (GCTS). Since 2022, the Centre has been guided by UNOCT’s first-ever Strategic Plan and Results Framework (SPRF 2022–2025), setting high-level strategic goals and outcomes to orient the activities of both UNCCT and the Office of Counter-Terrorism. UNCCT’s annual results-based reports present the Centre’s significant work and impact as the leading UN entity on CT capacity building, while also highlighting efforts to enhance its strategic support to Member States to ensure the balanced implementation of the Global Counter-Terrorism Strategy.

Navigating the Nexus cover image
Navigating the Nexus: Good Practices at the Intersection of Maritime Security and Counter-Terrorism in Africa is a landmark pan-African reference. Developed by the United Nations Office of Counter-Terrorism. Drawing on regional expertise and real-world experience, this publication presents practical, adaptable good practices to address the growing convergence of maritime insecurity, terrorism, and transnational organized crime across Africa. Covering key regions including Eastern and Southern Africa, the Indian Ocean, and the Gulf of Guinea, the compendium offers policymakers, maritime authorities, security practitioners, and international partners 24 immediately actionable good practices. An annex provides step-by-step guidance to prevent terrorist movement and enhancing maritime border security. This resource strengthens sustainable, rights-based maritime governance, directly contributing to counterterrorism, regional stability, and the security of African maritime spaces. Reference…

Developed by UNOCT/UNCCT Global Programme on Preventing and Countering Violent Extremism (PCVE), this Practice Guide offers practical, human-rights-based guidance for policymakers and practitioners seeking to engage with artificial intelligence responsibly in PCVE. It provides concrete tools (including risk-assessment templates, human rights and ethical checklists and stakeholder-mapping exercises) to support immediate application and was produced with the support of the Republic of Korea. This guidance on “Ensuring Respect for Human Rights while Taking Measures to Counter the Financing of Terrorism” is issued by the Counter-Terrorism Compact Working Groups on Criminal Justice, Legal Responses and Countering the Financing of Terrorism (CJLR-CFT) and Human Rights, Rule of Law and Victims of Terrorism (HRRoL-VoT). The preparation of the Guidance was co-led by the Counter-Terrorism Committee Executive Directorate (CTED) and Office of the United Nations High Commissioner for Human Rights (OHCHR) within the United Nations Global Counter-Terrorism Coordination Compact Framework.

The independent final evaluation of the Counter-Terrorism Early Warning Network assessed the project's performance in terms of relevance, coherence, effectiveness, efficiency, sustainability, and impact, as well as the integration of cross-cutting themes of human rights, gender equality, and the principle of leaving no one behind. The evaluation found the Project highly relevant in addressing the security challenges faced by Central Asia and highlighted significant achievements in improving regional cooperation and strengthening the capacities of law enforcement and security agencies to address cross-border threats. It generated seven recommendations accepted by the project team that will serve to strengthen the initiative and guide future technical assistance. UN Global Counter-Terrorism Strategy

The UN General Assembly adopted by consensus the UN Global Counter-Terrorism Strategy on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States’ counter-terrorism priorities.
