2026-2028 UNOCT Strategic Plan and Results Framework

The UNOCT Strategic Plan and Results Framework, adopted in December 2025 and covering the period 2026-2028, is intended to operationalize the mandate given to the Office by the General Assembly in its resolution 71/291 and successive reviews of the United Nations Global Counter-Terrorism Strategy. The three-year Plan introduces the Office’s vision, mission, strategic goals, and values; sets out how the Office will organize itself to meet these goals according to its institutional priorities; describes the policy leadership, coordination and coherence, capacity-building, and monitoring and evaluation work of the Office; and establishes a Results Framework guided by a theory of change. The Plan’s implementation will be subject to systematic monitoring through a mid-term and final review, to generate lessons for organizational learning, enhance the effectiveness of mandate delivery, and ensure accountability and transparency.

This Operational Guide on Crowd Management for Major Sporting Event Security was developed by the United Nations Office of Counter-Terrorism (UNOCT) through its Global Programme on the Security of Major Sporting Events and the Promotion of Sport and Its Values as a Tool to Prevent Violent Extremism, with contributions from Member States, international and regional organizations, sports federations, civil society, law enforcement agencies, academia, the private sector, and experts in event operations and behavioural science. The Guide draws on evidence-based practices, international standards, and lessons learned from recent major events worldwide. At its core, it recognizes that effective crowd management is not only a matter of security planning – it is about trust, communication, and safeguarding lives. Guide available in: EN
UNOCT 2024 ANnual Report Cover
The UNOCT Annual Report 2024 marks the first-ever Office-wide consolidated report, showcasing the achievements of its work to prevent and counter terrorism with focus on Africa. It highlights key results across its 17 global programmes, delivered in partnership with 140 Member States, and reaching more than 10,000 beneficiaries worldwide. The report presents both the progress made in 2024, and opportunities ahead to strengthen the impact of collective counter-terrorism efforts. These include the ninth review and 20th anniversary of the UN Global Counter-Terrorism Strategy (GCTS), the development of UNOCT’s next Strategic Plan (2026–2028), and the broader UN80 initiative. This guidance on “Ensuring Respect for Human Rights while Taking Measures to Counter the Financing of Terrorism” is issued by the Counter-Terrorism Compact Working Groups on Criminal Justice, Legal Responses and Countering the Financing of Terrorism (CJLR-CFT) and Human Rights, Rule of Law and Victims of Terrorism (HRRoL-VoT). The preparation of the Guidance was co-led by the Counter-Terrorism Committee Executive Directorate (CTED) and Office of the United Nations High Commissioner for Human Rights (OHCHR) within the United Nations Global Counter-Terrorism Coordination Compact Framework.

The United Nations International Conference on Victims of Terrorism, co-organized by the United Nations Office of Counter-Terrorism (UNOCT) and the Kingdom of Spain, was held on 8 and 9 October 2024 at the Palacio de Congresos Europa in Vitoria-Gasteiz, Spain. Held under the overarching theme of “Education as a Tool for Prevention, Peacebuilding, and Empowerment of Victims of Terrorism,” the conference discussed the role of victims and survivors of terrorism as educators, peacebuilders and agents for change. The event also served as a platform to examine how education can empower victims, support their rights, and contribute to efforts to prevent and counter violent extremism conducive to terrorism. This report outlines the discussions, reflections, and action points from the “The Second Roundtable of Counter-Terrorism Centres of Excellence on “The Impact of New Technologies on Countering the Financing of Terrorism” (the Riyadh Roundtable), which took place on 29-30 April 2025. Co-organized by United Nations Counter-Terrorism Centre (UNCCT) and the Presidency of State Security of the Kingdom of Saudi Arabia, the Riyadh Roundtable reaffirmed the value of sustained, cross-regional engagement in confronting the rapidly evolving threat of terrorism financing facilitated by emerging technologies. The event provided an opportunity to foster alignment between international normative frameworks and national-level implementation pathways, while enabling the sharing of pragmatic insights, peer learning, and the exchange of technical innovations. The independent final evaluation of the Counter-Terrorism Early Warning Network assessed the project's performance in terms of relevance, coherence, effectiveness, efficiency, sustainability, and impact, as well as the integration of cross-cutting themes of human rights, gender equality, and the principle of leaving no one behind. The evaluation found the Project highly relevant in addressing the security challenges faced by Central Asia and highlighted significant achievements in improving regional cooperation and strengthening the capacities of law enforcement and security agencies to address cross-border threats. It generated seven recommendations accepted by the project team that will serve to strengthen the initiative and guide future technical assistance. The independent mid-term evaluation of the EU-UN Global Terrorism Threats Facility assessed the Facility’s relevance, coherence, efficiency, effectiveness, and sustainability, as well as the extent to which the Facility has integrated human rights, gender equality, leave no one behind and disability inclusion, covering the period from the Facility’s inception in 2022 to December 2024. The evaluation found the Facility’s support packages aligning well with international and regional counter-terrorism frameworks and having resulted in tangible improvements in technical capacities, institutional processes, and inter-agency counter-terrorism coordination across several countries. Human rights integration was also highlighted as a core strength of the Facility. The evaluation generated nine recommendations that will inform the remainder of the Facility's implementation. For over ten years, UNCCT has been a Global Centre of Excellence, delivering capacity-building support to Member States in their implementation of the United Nations Global Counter-Terrorism Strategy (GCTS). Since 2022, the Centre has been guided by UNOCT’s first-ever Strategic Plan and Results Framework (SPRF 2022–2025), setting high-level strategic goals and outcomes to orient the activities of both UNCCT and the Office of Counter-Terrorism. UNCCT’s annual results-based reports present the Centre’s significant work and impact as the leading UN entity on CT capacity building, while also highlighting efforts to enhance its strategic support to Member States to ensure the balanced implementation of the Global Counter-Terrorism Strategy. The internal final evaluation of the project “Empowering and Engaging Youth to Prevent and Counter Violent Extremism and Terrorism under the overall framework of UNOCT’s Global Programme on PCVE” was conducted from September 2024 to May 2025. The evaluation assessed the project’s effectiveness, relevance and incorporation of human rights, gender equality, disability inclusion and leaving no one behind considerations. It found the project to have been well-designed and aligned to the priorities of implementation countries (Kenya, Nigeria, Somalia). Notably, the project achieved its intended results and generated impact and sustainability. The evaluation produced six recommendations to strengthen the design and delivery of future projects relating to preventing and countering violent extremism and young people. The joint independent final evaluation of the project ‘Supporting the Management of Violent Extremist Prisoners (VEPs) and the Prevention of Radicalisation to Violence in Prisons’ commissioned by UNOCT was managed jointly by UNOCT and UNODC. The project, funded by the European Union, the Netherlands and the UN Trust Fund for Counter-Terrorism, aimed to increase the capacity of prison staff to effectively manage VEPs and prevent radicalization to violence in prison systems. The evaluation found the project highly relevant and that results were achieved to differing degrees across all four support areas. The independent mid-term evaluation of the UNOCT Global Programme on Countering Terrorist Use of Weapons assessed Programme activities implemented from September 2018 to July 2023, focusing on relevance, coherence, effectiveness, efficiency, sustainability, and integration of human rights, gender equality, disability inclusion and leaving no one behind considerations. The evaluation found the Programme highly relevant to Member States’ needs and effective in delivering its outputs (enhancing visibility, strengthening strategic partnerships, building capacities, advancing understanding of the threat, improving UN inter-agency coordination). It generated eight recommendations accepted by the Programme team to strengthen the design and delivery of technical support to beneficiaries. The independent mid-term evaluation of the UNOCT Global Programme on Autonomous and Remotely Operated Systems (AROS) assessed the Programme’s relevance, effectiveness, impact, and sustainability, including its integration of human rights and gender considerations across its design and implementation from 2021 to 2024. The evaluation found the Programme highly aligned with Member States’ priorities and confirmed its tangible impact at strategic, operational, and institutional levels. The evaluation issued seven targeted recommendations covering results measurement, financial sustainability, inter-agency coordination, visibility, regional ownership, and the continued mainstreaming of human rights and gender dimensions which will guide the programme's future security and counter-terrorism activities. UN Global Counter-Terrorism Strategy

The UN General Assembly adopted by consensus the UN Global Counter-Terrorism Strategy on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States’ counter-terrorism priorities.
