Jalisco has made notable progress in economic growth and business development over the years. However, the state continues to face significant challenges in reducing inequalities and addressing the digital divide. Limited access to knowledge and digital tools leaves many vulnerable populations, particularly women and those in rural areas, excluded from the benefits of digital advancements. This is coupled with socioeconomic, education and public service barriers that inhibit engagement with and adoption of digital tools. While information technologies have the potential to reduce gaps and improve security, the existing digital divide in Jalisco exacerbates uneven development and deepens socioeconomic inequalities among communities. These challenges highlight the urgent need for comprehensive, targeted solutions to foster inclusive digital transformation across the state.

The programme aims to establish inclusive, pro-poor digital ecosystems that go beyond access to technology and address broader structural issues. To advance a human-centered digital transformation, ensuring it benefits all segments of society, the programme: (i) conducts a human security-focused assessment of the needs, vulnerabilities, and capacities related to technology use in Jalisco; (ii) applies a human security lens to create a framework for digital transformation that emphasizes inclusivity, opportunity and poverty reduction; (iii) designs a detailed roadmap, action plan, and toolkit to guide the implementation of digital transformation initiatives that engage local communities and foster improvements in their daily lives.
