SUB-COMMITTEE ACCEPTS MINOR AMENDMENT TO UNSCOP MAJORITY REPORT.

Reconvening this afternoon at 2.45 p.m. under the Chairmanship of Mr. Ksawery Pruszynski (Poland) the Sub-Committee decided to adopt the unanimous and majority recommendations of the UNSCOP Report as the basis of its work, and to proceed to take up their recommendations one by one for discussion.

The Sub-Committee took the view that the unanimous recommendations representing principles rather than actual specific recommendations, called for very little discussion as the Majority Recommendations embodied and amplified them. It was therefore decided to pass immediately to those Majority Recommendations.

Recommendation (paragraph 1) of the Majority Report recommends that Palestine within its present borders, following a transitional period of two years from 1 September 1947, shall be constituted into an independent Arab State, an independent Jewish State, and United Nations City of Jerusalem.

This paragraph was left over for later discussion end the Sub-Committee took up paragraph 2 of Recommendation A which reads:

“Independence shall be granted to each State upon its request only after it has adopted a constitution complying with the provisions of section B, paragraph 4 below, has made to the United Nations a declaration containing certain guarantees, and has signed a treaty creating the Economic Unity of Palestine and establishing a system of collaboration between the two States and the City of Jerusalem.”

On the proposal of Mr. Herschel. V. Johnson (USA) the above text was unanimously attended to read:

Each State shall become independent only after it has adopted a constitution complying with the provisions of Section B paragraph 4 below, has made to the United Nations a declaration containing certain guarantees, and has signed an undertaking creating the Economic Union of Palestine and establishing a system of collaboration between the two States and the City of Jerusalem.”

Thu Sub-Committee adjourned at 4.30 and will reconvene next Monday, 27 October at 11 a.m. to discuss the aforementioned paragraph 1 of Recommendation A of the Majority Report.
