Convening under the chairmanship of MR. KSAWERY PRUSZYSKI (Poland), Committee 1 of the Ad Hoc Committee on the Palestine Question this afternoon continued discussion of the revised Report of the Working Group on Boundaries, and took up the question of the City of Jerusalem.

After MR. KAREL LISICKY (Czechoslovakia) had reported on alternative solutions for the City of Jerusalem. After DR. PEDRO ZULSOAGA (Venuzela), PROFESSOR HENRIQUE RODRIQUES FABREGAT (Uruguay) and Dr. BORIS STEIN (USSR) indicated some preference for partition of the boroughs outside the Old City between the Arabs and Jews and the placing of the Old City under a special regime.

Mr. Stein said that such a special regime would have to be different from a Trusteeship as both the Arabs and the Jews were politically and culturally too advanced to come under a trusteeship as provided by the Charter.

The Chairman submitted a proposal to put the whole City of Jerusalem under a special regime and, after 3 years, hold a referendum to ascertain the wishes of the population.

MR. MOSHE SHERTOK, Head of the Political Department of the Jewish Agency, stated that while not withdrawing the claims of the Jewish Agency to the modern Jewish port of the City, he had to recognize the fact that the partition of the City was opposed by several delegations.

He added that should the whole City, with its surroundings, be put under a special regime, he would ask that the Arabs and the Jews be admitted to participate in the administration of the City. Mr. Shertok also asked that the citizens of the Arab and. Jewish States be allowed to settle in the City.

Before adjourning, the Subcommittee entrusted Mr. Lisicky, with the task of preparing, in the light of today of discussion, a revised scheme for the City of Jerusalem.

Subcommittee will reconvene this evening at 8 p.m. at Lake Success.
