PALESTINE SUBCOMMITTEE APPROVED CHANGE IN UNSCOP

REPORT ON INTERNATIONAL CONVENTIONS

Subcommittee 1, in an open meeting at Flushing this morning under the Chairmanship of Mr. Ksawery Pruszynski (Poland), approved an addition to Chapter 3, paragraph 2 of the UNSCOP Partition Plan (p.50), which deals with international conventions.  This addition provides that any dispute about the applicability and continued validity of international conventions or treaties signed or adhered to by the Mandatory Power on behalf of Palestine shall be referred to the International Court of Justice.

The Subcommittee then approved an amendment to paragraph 3 of the same chapter, which deals with the financial obligations of the proposed Arab and Jewish States.  The main change in the new text was a claim providing that the proposed Arab and Jewish shall respect and fulfil and financial obligations amended on behalf of Palestine by the Mandatory Power during the exercise of the Mandate.  The new text provides that any disputed between  the United Kingdom and either of the two States concerning claims not recognized by the latter shall be referred to a Court of Claims composed of one member appointed by the United Nations, one representative of the United Kingdom and one representative of the State involved in the dispute.

The Subcommittee will reconvene in open meeting this afternoon at 3 p.m. at Lake Success.
