LETTER DATED 1 DECEMBER 1948 FROM THE ACTING MEDIATOR TO THE SECRETARY-GENERAL TRANSMITTING A COMMUNICATION FROM THE SYRIAN GOVERNMENT CONCERNING THE SECURITY COUNCIL RESOLUTION OF 16 NOVEMBER (S/1080)

1 December 1948.

I have the honour to present, for transmission to the President of the Security Council, the attached communication from the Government of Syria in reply to my letter of 17 November 1948 (S/1090) concerning initiation of negotiations on the armistice called for in the resolution of the Security Council of 16 November (S/1080).  This communication, dated 25 November 1948, was presented by the Government of Syria to my representative in Damascus and has been cabled to me.

COMMUNICATION FROM THE GOVERNMENT OF SYRIA

WITH REGARD TO THE RESOLUTION OF 16 NOVEMBER 1948

"Syrian Government thanks you for offer of good offices but could start negotiations with Jews only if accept and recognize establishment Arab State for whole Palestine and definitively renounce establish Jewish State in Palestine.

Moreover Syrian Government obliged ask in first place for execution Security Council resolution 4 November and its application to Galilee sector viz withdrawal Jews from Negev and Galilee to their positions prior 14 October."
