Examination of Report of the Technical Committee on Refugees

With regard to the “Measures suggested to the Conciliation Commission by the Technical Committee as a result of its investigations”, Mr. ROCKWELL expressed particular interest in paragraphs (2) and (5); concerning paragraph (2), however, he felt that the Commission would need further details regarding the location and numbers of the persons involved.

In reply to a question from the CHAIRMAN regarding paragraph (4), Mr. LUCAS said that the amount recommended by the UNRPR for this fund was $200,000; this figure was based on an expenditure of $2.00 per month per refugee, which was an extremely low figure.

The Commission agreed, after discussion, to endorse the recommendation contained in paragraph (4) in a cable to the Secretary-General. It was also agreed that the General Committee would contact the Technical Committee with a view to a detailed study of the suggestion contained in paragraph (2), and that paragraph (6) would be brought to the attention of Mr. Clapp, as chairman of the Survey Mission. It was further agreed that the Technical Committee’s report would be communicated at once to the Secretary-General and to Mr. Clapp, and that the Secretary-General would be asked to publish it.

With regard to the “Recommendations for the Economic Survey Mission, Mr. Rockwell suggested that the paper would be most helpful to Mr. Clapp and should be transmitted to him.

The members of Technical Committee then withdrew.

Transmission of the Jerusalem Statute to the Secretary-General

The Commission approved and signed the revised text of the covering letter transmitting the Jerusalem Statute to the Secretary-General.

Transmission the Arab and Israeli delegations of the Draft Declaration concerning the Holy Places outside Jerusalem.

With regard to the covering letter for the Draft Declaration the CHAIRMAN thought it was not made sufficiently clear that a reply was expected from the Arab and Israeli delegations; he therefore proposed the addition of a few words to that effect in the second paragraph. He also proposed the substitution, in the third paragraph, of the words “this communication” for the words “its action in this matter”.

The Commission approved the text of the letter as amended.

Draft Terms of reference for the Survey Mission

The CHAIRMAN expressed his agreement in principle with the draft proposed by the United States member, but he considered that in view of the vast and complicated scope of the Mission’s task, some re-drafting would be necessary. Since it was desired that the terms of reference should be approved and cabled to the Secretary-General before Mr. Clapp’s departure from the United States, he suggested that Mr. Rockwell should revise the draft with the assistance of the Secretariat, for approval by the Commission the following morning.

The Commission approved the text of the cable with one drafting amendment.
