Paraphrase of cable of 31 March on the status of Jerusalem

Mr. Azcarate reports that the President of the Vaad Leumi visited him to emphasize that since Jerusalem is being considered as a corpus separatum under a special international regime, it should be treated accordingly. The President suggested that while other areas may be contested, Jerusalem should remain outside the conflict. He stated that even now it is very difficult to keep Jerusalem supplied. Owing to the non-intervention policy of the Palestine Government, the city is its fact besieged. The President strongly suggested that the Mandatory Power should be asked to assume the responsibility of convoying supplies to Jerusalem until the termination of the Mandate.
