Convoys to Negev settlements – Acceptance by Egypt and Israel – Letter from Acting Mediator


LETTER DATED 25 OCTOBER 1948 FROM THE ACTING MEDIATOR

TO THE SECRETARY-GENERAL TRANSMITTING  COMMUNICATIONS

FROM THE GOVERNMENT OF EGYPT AND THE PROVISIONAL GOVERNMENT

OF ISRAEL CONCERNING CONVOYS TO THE NEGEB SETTLEMENTS

I have the honour to present the following communications from the Government of  Egypt and the Provisional Government of Israel for transmission to the President of the Security Council.  These communications indicate full acceptance by the two parties of the decision of the Central Truce Supervision Board in Case No. 12 (Annex to document S/1042), governing convoys to the Negeb settlements.

1. Cable of 24 October from Mr. Azcarate to Mr. Bunche:

"Egyptian Government has accepted CTSB decisions in cases eleven and twelve.  Acceptance twelve taking into account assurances by Jewish authorities quoted your telegram nine."

2. Extract from Mr. Eban's letter to Mr. Bunche of 18 October 1948, received on 20 October:

"You referred to the difficulty experienced by you and your representatives in persuading the Egyptians to grant passage to Israeli convoys through Karatiyeh owing to the fact that the Israeli Army was not inclined either to discontinue its flights to the Negeb or to subject these flights to United Nations supervision.  The Foreign Ministry replies to this that Dr. Eytan's letter No. 124 to Dr. Mohn of September 30th confirmed in writing our acceptance of the decision in Case No. 12, which provided, inter alia, for the discontinuance of Israeli air supplies to the Negeb except to settlements inaccessible by road, and for United Nations supervision over all flights to the Negeb."
