Israeli forces shot and injured a 28-year-old Palestinian in the thigh with a live bullet during clashes between Israeli settlers and Palestinians near Tuqu village, south of Bethlehem. Dozens of others suffered from tear-gas inhalation. (Ma ‘an News Agency)

An Israeli settler couple, Eitam and Na’ama Henkin from the “Neria” settlement, were killed in a drive-by shooting attack in the West Bank. Their four children were in the car but were said to be unharmed. (Ynetnews)

UN Secretary-General Ban Ki-moon, UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov, and the US Department of State, separately, condemned the attack that killed an Israeli couple, and called on both sides to prevent any escalation of tensions. UN Secretary-General Ban Ki-moon met with Israeli Prime Minister Benjamin Netanyahu at UN Headquarters in New York. The Secretary-General noted the tensions on the ground in the West Bank, including East Jerusalem, and reiterated his call on both sides to prevent any escalation. In this regard, he referred to the Prime Minister’s public commitment to maintain the status quo on the Holy Sites. The Secretary-General reiterated his call on Israel to cease all settlement activity and demolitions while enabling access for Palestinians to a fair planning system. (www.un.org)

The Foreign Ministry of Egypt said in a statement on 1 October that Egypt participated in the meeting of the Quartet in New York, along with Jordan, Saudi Arabia, the Arab League, permanent UN Security Council members and other countries. (MENA)

Around 70 percent of workers in Gaza live in poverty, the director of the Gaza General Federation of Trade Unions, Sami al-Amsi, said at a press conference on 1 October, adding that Gaza would face a “catastrophe” if the Government does not form a clear plan to address the situation. Hours after the killing of a Jewish couple, a Palestinian’s vehicle was torched and a message of “revenge, Henkin” was spray painted on a house nearby in Baytillu near Ramallah. The Palestinian commander of General Intelligence in Hebron was also wounded overnight when his vehicle was stoned near Nablus. The IDF deployed four extra battalions in the West Bank overnight. (Ynetnews)

In Burin village, south of Nablus, Molotov cocktails hurled at a Palestinian home caused a fire, while the family was asleep. The house was partially burned and a mother and her child suffered intensive smoke inhalation. Several Palestinian trees were burned in Burin. Also, damage was caused to at least 15 Palestinian cars in the Nablus district. (IMEMC)

Three Palestinian medics were injured when rocks thrown by Israeli settlers hit an ambulance travelling from Nablus to Salfit. (Ma ‘an News Agency)

Israeli soldiers searched several homes in the town of Teqoua near Bethlehem, and detained six Palestinian children between the ages of 13 and 15. (IMEMC)

There will be no resumption of peace talks with Israel before the complete halt of Israeli settlement activity and without the release of Palestinian prisoners, said Nemer Hammad, an aide to Palestinian President Abbas, responding to Israeli Prime Minister Netanyahu’s General Assembly speech, during which he called on the Palestinians to unconditionally resume the stalled peace negotiations. A Palestinian attacked four members of an Israeli family, killing two men and seriously injured a two-year old baby and a woman, in the Old City of Jerusalem. The assailant also opened fire into a crowd of tourists before Israeli border police shot him dead. (The Jerusalem Post, Israel News)

Israeli forces conducted a search campaign in several neighbourhoods throughout Nablus as they continued to look for the suspects of the attack where an Israeli couple died in the West Bank. At least 14 Palestinian have been detained and 10 more have been injured. (WAFA, The Jerusalem Post, The Times of Israel)

Palestinian security services cracked down on Palestinians who took the streets of Tulkarm in solidarity with the Al-Aqsa Mosque. (Middle East Monitor)

Israeli forces delivered a house demolition order as they raided the Nablus refugee camp of “Askar”. (WAFA)

UN Special Coordinator Mladenov said in a statement that he strongly condemned the recent attacks in the Old City of Jerusalem and West Bank. Mr. Mladenov is “shocked that some find it appropriate to justify such attacks as ‘heroic’, when they are not only appalling, but are also dangerous to both Palestinians and Israelis alike”. (UNSCO)

Violent clashes broke out across the West Bank between Palestinian youths and Israeli security forces. According to Palestinian reports, more than 100 Palestinians were injured by gunfire and teargas. (Haaretz)

The Israel police barred all Palestinians from entering Jerusalem’s Old City. (The Washington Post)

The Palestinian Red Crescent raised the alert status across the West Bank, declaring a state of emergency. (WAFA)

The US state Department’s spokesperson John Kirby expressed concern over mounting tensions in the West Bank and Jerusalem, strongly condemned all acts of violence and called on all sides to take affirmative steps to restore calm and avoid escalating the situation. (WAFA)

The European External Action Service Spokesperson made a statement condemning the latest attacks in Jerusalem and called all sides to use all means to condemn acts of violence, cooperate to bring perpetrators to justice, de-escalate the situation and contribute to calm and stability. Prime Minister Benjamin Netanyahu announced a number of additional steps against Palestinian attacks, including expediting the demolition of terrorists’ homes, expanding administrative detentions of rioters, and banning those engaged in incitement from the Old City. (The Jerusalem Post)

The Palestinian Government condemned the recent Israeli political and security escalation in the West Bank and Jerusalem and asked to the international community and the UN to intervene to compel Israel to stop its violations in the OPT, the recent of which were the killing of two Palestinians in Jerusalem, as well as the military offensive in multiple Palestinian cities. The Secretary-General condemned the attacks in the Old City of Jerusalem as well the subsequent incidents in various neighborhoods in Jerusalem and urged to “all leaders to condemn violence and incitement, maintain calm and to do everything they can to avoid further escalation”. (www.un.org)

At least 39 Palestinians were injured in clashes with Israeli forces in the Ramallah area. A 17-year-old Palestinian was shot in the stomach and underwent surgery to remove a bullet from near his spine. A Palestinian woman was critically injured in the neck. During clashes in central Hebron, Israeli forces shot and injured nine Palestinians, one critically, with rubber-coated steel bullets. During clashes that broke out in Bethlehem following the funeral of a 13-year-old Palestinian boy shot dead by Israeli forces the day before, Israeli forces shot and injured three Palestinians with live rounds. The Spokesperson for Secretary-General Ban Ki-moon issued a statement saying, “The last few days of clashes, which resulted in the death of four Palestinians, including a 13-year old boy, and hundreds injured, are yet another worrisome sign of violence potentially spiralling out of control. The Secretary-General condemns the killings and looks to the Government of Israel to conduct a prompt and transparent investigation into the incidents, including whether the use of force was proportional. Senior Israel Defense Forces officers met with their counterparts from the Palestinian security apparatus in the West Bank in an attempt to jointly reduce tensions in the occupied territories following the security incidents. (Haaretz)

Palestinian President Mahmoud Abbas said that the Palestinians do not want an escalation in tensions with Israel, adding that he had instructed the Palestinian security services and the public not to make the situation worse. (Haaretz)

Israel’s Channel 2 reported that Prime Minister Netanyahu had rejected calls by senior ministers for settlement construction to respond to increasing Palestinian violence, because the US administration had warned him against it and told him that the US would not necessarily veto a French-sponsored resolution in the Security Council. Palestinian President Mahmoud Abbas reiterated during a meeting of PLO Executive Committee on his desire to reach a political solution with Israel in the West Bank through peaceful means without military or security escalation. He also expressed his willingness to renew negotiations in return for halting settlement expansion, releasing 30 detainees who were due to be released under a previous agreement, and discussing the Oslo Accords. Israel decided to lift the restrictions on Muslim worshipers accessing Al-Haram al-Sharif/Al-Aqsa Mosque Compound in Jerusalem after Palestinian President Mahmoud Abbas instructed security forces and political factions to prevent any escalation of the violence that had raised fears of a new intifada or uprising. (Ynetnews, The Daily Star)

Arab League Secretary-General Nabil Elaraby said that “the continuing escalation of attacks on the Palestinian people by the Israeli forces and settlers threaten to exacerbate the situation in the entire region as the international community remains silent to these crimes”, adding that “arbitrary arrests of Palestinians, burning of their homes and preventing them from performing religious rituals constitute flagrant violation” of UN human rights resolutions. An Israeli settler stabbed three Palestinian construction workers and a Bedouin municipal worker in the city of Dimona. Two were moderately wounded, while another two were taken to the hospital with light wounds. Police arrested the suspect. Israeli Prime Minister Netanyahu “strongly condemned” the attack. At a press conference held at the Israeli Prime Minister’s Office in Jerusalem, Israeli Defence Minister Moshe Ya’alon, referring to settlement construction, reportedly said “We built in the past. We’re building in the present. We will build in the future”. Prime Minister Netanyahu said it was “common sense” not to announce new settlement construction at the moment, since such a move would jeopardize the international community’s support for Israel’s efforts to stem the current violence. Who will record the movements of those worshipers wishing to enter? How will these cameras be employed, and will the recordings later be used to arrest young men and worshipers under the pretext of incitement?” He demanded that any arrangements be enshrined in a Security Council resolution. New Zealand had planned to disseminate the draft resolution for some time, but relented following a request by the United States.
