INTERNATIONAL MEETINGS AND CONFERENCES

  

The Committee considers that its programme of international meetings and conferences implemented by the Division for Palestinian Rights contributes to focusing the attention of Governments, intergovernmental and civil society organizations and the public on the urgency of bringing about the two-State solution to the Israeli-Palestinian conflict and mobilizing assistance to the Palestinian people.  These conferences bring together diplomatic representatives of UN Member States, parliamentarians, international experts, scholars, and civil society.  Through its international meetings programme, the Committee intends to further generate wide support for a peaceful solution of the conflict, based on international law and relevant United Nations resolutions.

INTERNATIONAL CONFERENCE ON THE QUESTION OF JERUSALEM

“Jerusalem at the heart of the peaceful settlement of the question of Palestine”

Dakar, 3-4 May 2016

The Conference,   convened in cooperation with the Organization of Islamic Cooperation featured the Foreign Ministers of Palestine and Senegal. It provided up-to-date information on the current situation in East Jerusalem under occupation; strove to identify opportunities to intensify international support for resilience, protection and development in the city; explored possible solutions and scenarios for a just and lasting settlement of the question of Jerusalem; and provide a venue for an open exchange among experts, civil society activists and academics.

UNITED NATIONS ROUNDTABLE ON LEGAL ASPECTS OF THE QUESTION OF PALESTINE

“Instruments and institutions of international treaty law – theory and practice”

Amman, 15 to 17 March 2016

The Roundtable aimed to develop the capacity and expertise of Palestinian Government staff in the field of international treaty law, including implementation and reporting. It discussed the opportunities and strategies for the State of Palestine to engage with international legal instruments, explored relevant best practices, and introduced participants to the audio-visual library of international law of the United Nations Office of Legal Affairs.

INTERNATIONAL CONFERENCE ON THE QUESTION OF JERUSALEM

“Addressing the present and shaping the future of Jerusalem”

Jakarta, 14-15 December 2015

The International Conference, co-sponsored by the Committee and the Organization of Islamic Cooperation, featured the   Foreign Ministers of Indonesia and the State of Palestine.  The Conference provided up-to-date information on the current situation in Jerusalem to inform policy and decision makers, civil society, and general public, considered ways to enhance international efforts for a halt to unilateral Israeli actions, and possible ways forward for Jerusalem.

UNITED NATIONS CIVIL SOCIETY FORUM ON THE QUESTION OF PALESTINE

"Civil society action in support of justice in Palestine, ending the occupation"

During the Forum speakers considered the UN efforts to find a solution for the long-standing Israeli-Palestinian conflict, the situation on the ground, and regional and local civil society initiatives in support of Palestinian rights.

INTERNATIONAL MEETING ON THE QUESTION OF PALESTINE

“Israeli settlements as an obstacle to peace – possible ways forward”

Brussels, 7-8 September 2015

The International Meeting, co-sponsored by the Committee, the League of Arab States and the Organization of Islamic Cooperation, raised awareness about the illegality of Israeli settlements, third-party responsibility under international law, including that of Governments and corporations, EU policy vis-à-vis goods produced in the settlements and options to address the issue of  settlements in the peace negotiations efforts.

UNITED NATIONS INTERNATIONAL MEETING IN SUPPORT OF ISRAELI-PALESTINIAN PEACE

“The two-State solution: a key prerequisite for achieving peace and stability in the Middle East”

Moscow, 1-2 July 2015

The International Meeting brought together key actors of the Middle East Peace Process such as the Foreign Affairs Minister of the State of Palestine, the Secretary-General of the League of Arab States, United Nations Special Coordinator for the Middle East Peace Process, Members of the Israeli Knesset and representatives of Member States and the civil society. While urging both Israel and Palestine to pursue the two-State solution, speakers also discussed the Arab Peace Initiative, the efforts made within the Security Council, a possible enlargement of the Quartet.

 

UNITED NATIONS ROUNDTABLE ON LEGAL ASPECTS OF THE QUESTION OF PALESTINE

"Available mechanisms to ensure accountability for violations of international law"

The Hague, 20 to 22 May 2015

Taking place within the context of the recent accession of the State of Palestine to a number of international treaties and conventions, including on 1 April 2015 becoming a State Party to the International Criminal Court, the Roundtable reviewed legal mechanisms to ensure accountability for violations of international law – in particular with regards to the Geneva Conventions, the International Court of Justice (ICJ) and the International Criminal Court (ICC) – in relation to the question of Palestine.  Participants included international legal scholars and experts and twenty-five Palestinian participants from relevant Ministries of the State of Palestine and from various Palestinian diplomatic missions.  Participants discussed various options and strategies available to the State of Palestine to pursue in the legal realm in order to achieve its inalienable rights.

UNITED NATIONS SEMINAR ON ASSISTANCE TO THE PALESTINIAN PEOPLE

“Speeding up relief, recovery and reconstruction in post-war Gaza”

United Nations Office at Vienna, 31 March and 1 April 2015

The Seminar reviewed the humanitarian and development needs in the Gaza Strip following the 50 days conflict during summer 2014.  It focused on the interconnected structural problems of the blockade, the housing and environmental crisis, and the energy and water deficits.  A desalination plant was urgently needed to maintain Gaza  as a viable territory, but its operation, as well as the reconstruction effort itself required a stable supply of energy.  High-tech energy efficient small-scale desalination was also discussed.  Speakers presented projects fuelled by solar power and the offshore gas as having the potential to supply Gaza’s energy needs.  However, the development of gas required regional energy swaps which were yet to materialize.  The Seminar heard calls made for the National Consensus Government to assume control in Gaza and for donors to deliver promised aid, and for the lifting of the blockade.

2014 – INTERNATIONAL YEAR OF SOLIDARITY WITH THE PALESTINIAN PEOPLE

INTERNATIONAL CONFERENCE OF LOCAL GOVERNMENTS AND CIVIL SOCIETY ORGANIZATIONS IN SUPPORT OF PALESTINIAN RIGHTS

Seville, Parliament of Andalusia, 2 and 3 December 2014

The conference was co-organized by United Cities and Local Governments (UCLG), the Andalusian Fund of Municipalities for International Solidarity (FAMSI), the Junta of Andalusia, and the Committee with the support of the Parliament of Andalusia.  The conference addressed a wide array of issues including international law, accountability mechanisms, the boycott, sanctions and divestment movement (BDS), and the use of traditional and social media.  It was announced that the first world forum of local governments for Palestine would take place in Tunis on 26 March 2015.  The conference addressed the issue of decentralized cooperation and the important role local governments can play in the diplomatic arena.  The specific situation of and the need for popular solidarity with the Palestinian prisoners were highlighted.  Participants adopted a final Olive Declaration.

UNITED NATIONS INTERNATIONAL MEETING OF PARLIAMENTARIANS IN SUPPORT OF ISRAELI-PALESTINIAN PEACE

UN Headquarters, New York, 21 November 2014

The Meeting emphasized that Parliamentarians have a crucial role to play to ensure the implementation of applicable international norms.  Speakers expressed concern regarding the deadlock in the peace process.  They condemned Israeli settlements and the escalation of violence, exemplified by the brutal Gaza war during the summer of 2014, and violence in Jerusalem provoked by Israeli actions regarding holy sites, which threatened to ignite a religious war.  They pledged to do their utmost to promote the recognition of Palestine, following the examples of parliaments of Sweden, Britain, Spain, France, and others, which would help build momentum for peace.  Speakers stressed the need to use   parliamentary diplomacy to bring about the necessary advances in the peace process and raise awareness of the deteriorating situation.
