Summary statement by the Secretary-General on matters of which the

Security Council is seized and on the stage reached in their consideration

Addendum

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

The Security Council resumed its consideration of the item at its 4148th meeting, held on 31 May 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the United Nations Disengagement Observer Force (S/2000/459).

The President drew attention to a draft resolution (S/2000/482) that had been prepared in the course of the Council’s prior consultations.

The Security Council proceeded to vote on draft resolution S/2000/482, and adopted it unanimously as resolution 1300 (2000) (for the text, see S/RES/1300 (2000); to be issued in Official Records of the Security Council, Fifty-fifth Year, Resolutions and decisions of the Security Council, 2000).

The President stated that, following consultations of the Council, he had been authorized to make a statement on behalf of the Council and read out the text of that statement (for the text, see S/PRST/2000/19; to be issued in Official Records of the Security Council, Fifty-fifth Year, Resolutions and Decisions of the Security Council, 2000).

The Security Council resumed its consideration of the item at its 4149th meeting, held on 31 May 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the situation concerning Western Sahara (S/2000/461).

The President drew attention to a draft resolution (S/2000/500) that had been submitted by France, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America.

The Security Council proceeded to vote on draft resolution S/2000/500, which received 12 votes in favour to 1 against (Namibia) and 2 abstentions (Jamaica and Mali), and was adopted as resolution 1301 (2000) (for the text, see S/RES/1301 (2000); to be issued in Official Records of the Security Council, Fifty-fifth Year, Resolutions and Decisions of the Security Council, 2000).

International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991

International Criminal Tribunal for the Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such Violations Committed in the Territory of Neighbouring States between 1 January and 31 December 1994

The Security Council resumed its consideration of the item at its 4150th meeting, held on 2 June 2000 in accordance with the understanding reached in its prior consultations.

The President, with the consent of the Council, invited the representative of Rwanda, at his request, to participate in the discussion of the item without the right to vote.

In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Ms. Carla Del Ponte, Prosecutor of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 and of the International Criminal Tribunal for the Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such Violations Committed in the Territory of Neighbouring States between 1 January and

31 December 1994.
