ANNEX
Letter dated 13 September 1977 from the Chairman of the Committee
on the Exercise of the Inalienable Rights of the Palestinian
People addressed to the Secretary-General
I have the honour to refer to my letter of 8 June 1977, document S/12345, calling attention to paragraph 4 of General Assembly resolution 31/20, in which the Assembly urged the Security Council to consider once again as soon as possible the recommendations of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, in order to take the necessary measures to implement them.
I am authorized by the Committee, in my capacity as Chairman, to request that you hold the necessary consultations with a view to convening a meeting of the Security Council on the subject at a suitable date. In the Committee's opinion, this meeting should in any case be held before the General Assembly considers item 30 of its provisional agenda, entitled "Question of Palestine", so that it can submit its conclusions concerning the discussion in the Security Council to the General Assembly. I would like to assure you that in your consultations concerning the convening of the Council, you can count on my full cooperation, and on that of other members of the Committee.
Attached you will find a copy of the report which the Committee on the Exercise of the Inalienable Rights of the Palestinian People submitted to the General Assembly at its thirty-first session a/ and which contains the recommendations that the Security Council is asked to consider once again. In that connexion I would recall that the General Assembly, in its resolution 31/20 of 24 November 1976, took note of the report of the Committee and endorsed the recommendations contained therein, as a basis for the solution of the question of Palestine.
I should be grateful if you would arrange for this letter to be circulated as a document of the Security Council.
