Report of the Credentials Committee
Chairman: Mr. Felipe Paolillo (Uruguay)
1. At its 1st plenary meeting, on 8 May 2002, the General Assembly, in accordance with rule 28 of its rules of procedure, appointed a Credentials Committee for its twenty-seventh special session consisting of the following Member States: China, Denmark, Jamaica, Lesotho, Russian Federation, Senegal, Singapore, United States of America and Uruguay.
2. The Credentials Committee held one meeting, on 8 May 2002.
3. Mr. Felipe Paolillo (Uruguay) was unanimously elected Chairman.
4. The Committee had before it a memorandum by the Secretary-General dated 7 May 2002 concerning the credentials of representatives of Member States to the twenty-seventh special session of the General Assembly. The Assistant Secretary-General for Legal Affairs made a statement relating to the memorandum by the Secretary-General, in which, inter alia, he updated the memorandum by the Secretary-General, indicating those credentials and communications received subsequent to the preparation of the memorandum.
5. As noted in paragraph 1 of the memorandum and the statement relating thereto, formal credentials of representatives to the twenty-seventh special session, in the form required by rule 27 of the rules of procedure of the General Assembly, had been received as of the time of the meeting of the Credentials Committee from the following 67 Member States: Austria, Bahrain, Bhutan, Bosnia and Herzegovina, Burundi, Costa Rica, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Denmark, Dominican Republic, Ecuador, Egypt, Equatorial Guinea, Eritrea, Fiji, Finland, Gambia, Guyana, Hungary, Indonesia, Ireland, Jamaica, Japan, Kazakhstan, Kuwait, Lao People’s Democratic Republic, Lesotho, Liechtenstein, Lithuania, Luxembourg, Malawi, Malaysia, Maldives, Mauritania, Mauritius, Mexico, Monaco, Mongolia, Morocco, Myanmar, New Zealand, Norway, Oman, Panama, Poland, Qatar, Republic of Korea, Republic of Moldova, Russian Federation, Saint Lucia, San Marino, Sao Tome and Principe, Singapore, Slovenia, Sri Lanka, Sudan, Suriname, Sweden, Syrian Arab Republic, Togo, Trinidad and Tobago, Tunisia, Turkey, Ukraine, United Arab Emirates, United States of America and Uzbekistan.
6. As noted in paragraph 2 of the memorandum and the statement relating thereto, information concerning the appointment of the representatives of Member States to the twenty-seventh special session had been communicated to the Secretary-General, as of the time of the meeting of the Credentials Committee, by means of a cable or a telefax from the Head of State or Government or the Minister for Foreign Affairs, or by means of a letter or note verbale from the Permanent Mission concerned, by the following 69 Member States: Algeria, Antigua and Barbuda, Armenia, Australia, Bahamas, Bangladesh, Belize, Brazil, Brunei Darussalam, Cambodia, Cameroon, Cape Verde, Central African Republic, China, Colombia, Côte d’Ivoire, Cyprus, Djibouti, El Salvador, Estonia, France, Georgia, Germany, Ghana, Grenada, Guatemala, Honduras, Iran (Islamic Republic of), Kenya, Kiribati, Latvia, Lebanon, Liberia, Libyan Arab Jamahiriya, Madagascar, Mali, Malta, Marshall Islands, Micronesia (Federated States of), Nauru, Nepal, Nicaragua, Pakistan, Palau, Papua New Guinea, Paraguay, Peru, Saint Kitts and Nevis, Saudi Arabia, Senegal, Sierra Leone, Slovakia, Solomon Islands, Somalia, South Africa, Spain, Thailand, the former Yugoslav Republic of Macedonia, Tonga, Turkmenistan, United Kingdom of Great Britain and Northern Ireland, Uruguay, Vanuatu, Venezuela, Viet Nam, Yemen, Yugoslavia, Zambia and Zimbabwe.
7. As noted in paragraph 3 of the memorandum and the statement relating thereto, the following 53 Member States participating in the twenty-seventh special session had not, as of the time of the meeting of the Credentials Committee, communicated to the Secretary-General information regarding their representatives to the session, but had previously empowered their permanent representatives to represent their respective States in all organs of the United Nations without limitation as to session: Afghanistan, Albania, Andorra, Angola, Argentina, Azerbaijan, Barbados, Belarus, Belgium, Benin, Bolivia, Botswana, Bulgaria, Burkina Faso, Canada, Chad, Chile, Comoros, Congo, Croatia, Cuba, Czech Republic, Dominica, Ethiopia, Gabon, Greece, Guinea, Guinea-Bissau, Haiti, Iceland, India, Iraq, Israel, Italy, Jordan, Kyrgyzstan, Mozambique, Namibia, Netherlands, Niger, Nigeria, Philippines, Portugal, Romania, Rwanda, Saint Vincent and the Grenadines, Samoa, Seychelles, Swaziland, Tajikistan, Tuvalu, Uganda and United Republic of Tanzania.
8. The Chairman recommended that the Committee accept the credentials of the representatives of all Members States mentioned in the Secretary-General’s memorandum, on the understanding that formal credentials for representatives of the Member States referred to in paragraphs 6 and 7 of the present report would be communicated to the Secretary-General as soon as possible.
9. On the proposal of the Chairman, the Committee adopted the following draft resolution:
10. The draft resolution proposed by the Chairman was adopted without a vote.
11. The Chairman then proposed that the Committee should recommend to the General Assembly the adoption of a draft resolution (see para. 13). The proposal was adopted without a vote.
12. In the light of the foregoing, the present report is submitted to the General Assembly.
Recommendation of the Credentials Committee
13. The Credentials Committee recommends to the General Assembly the adoption of the following draft resolution:
Credentials of representatives to the twenty-seventh special session of the General Assembly
The General Assembly,
Having considered the report of the Credentials Committee and the recommendation contained therein,
Approves the report of the Credentials Committee.
