I have the honour to request the Security Council to invite His Excellency, Dr. Clovis Maksoud, Permanent Observer of the League of Arab States to the United Nations, to participate in the consideration by the Council of the item "The situation in the occupied Arab territories" under rule 39 of the Council's

provisional rules of procedure.
