Ms. Venus Ilagan, Chairperson of Disabled Peoples International, Dr. Lee Ick-seop, Chairperson of Disabled Peoples International Korea, Honorary Chairpersons, Distinguished delegates, Distinguished guests from the international and Korean disability movements and allies,

What an honour to speak to all of you on this occasion: the World Assembly of Disabled Peoples' International, being held this year in my home country.

Allow me to convey a special greeting to Mrs. Kwon Yang-suk, First Lady and one of the Honorary Chairpersons of the Assembly.

Distinguished delegates and guests,

Let me congratulate all of you on helping the world achieve a milestone last year. You played a profoundly important role in the negotiations for the adoption of the Convention on the Rights of Persons with Disabilities.

All humankind has cause to celebrate the Convention. It sets out the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities. It promotes respect for the inherent dignity of the disabled. It fosters inclusive societies, where equal opportunity for all produces benefits to all.

The theme of your Assembly gets it right: “Our Rights, Our Convention –but for All”. The Convention is a big win, for you, the United Nations, and the world.

Our challenge now is translating this landmark instrument into reality -- both in letter and in spirit. Only then will the real benefits be felt by millions of persons with disabilities around the world. Only then will our high expectations prove truly justified.

The Convention has now received more than 100 signatures. As States enter the implementation process, your engagement will be crucial.

That is why your gathering is so important. Given your role so far, I know your Assembly will provide invaluable insights on the way forward. In that spirit, I wish you all a most productive meeting.
