As global and national economies seek to recover from the devastation caused by the global COVID-19 pandemic, government resources are overstretched trying to meet the many needs of their populations. While public health and economic recovery are critical priorities, violent extremist and terrorist groups have exploited the pandemic and remain a significant threat to international peace and security. It is in this context of competing global priorities that United Nations entities have come together to present a coordinated request for funding from donor partners to respond to the challenges of effectively countering terrorism and preventing violent extremism.

The 2021-2022 United Nations Multi-Year Appeal for Counter-Terrorism is a tool for coordinating United Nations resource mobilization to secure sustainable and predictable funding for agile and concerted multilateral efforts which are needed to effectively respond to the complex and continually evolving threat of terrorism and violent extremism.

Under the direction of the Resource Mobilization and Monitoring and Evaluation Working Group of the United Nations Global Counter-Terrorism Coordination Compact, United Nations entities have been working together on producing the Multi-Year Appeal to promote inter-agency initiatives and complementary approaches, to prevent competition, duplication and overlap and to ensure that the priority needs of Member States are supported through enhanced coordination and cooperation, and that CTC/CTED technical assistance needs and analysis are reflected, with due attention paid to human rights and gender mainstreaming.

The UN Global Counter-Terrorism Coordination Compact entities, namely CTED, IMO, INTERPOL, IOM, OHCHR, UNDP, UNICEF, UNICRI, UNOCT, UNODC and UN Women, are requesting over $180 million for over 50 projects and programmes on countering terrorism (CT) and preventing and countering violent extremism (PCVE) addressing the priorities of Member States.

The Appeal includes global thematic programmes, as well as regional and country-specific proposals. UN entities are providing support under all four Pillars of the Global Counter-Terrorism Strategy around the world. While most regions of the world are targeted for support, the highest number of projects included in the Appeal focus on CT and PCVE in Africa from the Sahel to the Lake Chad Basin to the Great Lakes and further south.

Under Pillar 1 on addressing the conditions conducive to the spread of terrorism, there are several PCVE projects and programmes focusing on online radicalization, counter-narratives and strategic communications, interventions to support youth and vulnerable groups, women’s empowerment, prevention of violence against children, civil society capacity-building, while Pillar II, on measures to prevent and combat terrorism, includes proposals to counter the travel of terrorists, counter the financing of terrorism, address the nexus between terrorism and organised crime, small arms and light weapons, improvised explosive devices (IEDs), firearms and CT, support criminal justice responses, and strengthen border security management, among the highest number of projects in the Appeal. Pillar III, on measures to build states’ capacity to prevent and combat terrorism, includes support to Central Asia through the Joint Programme of Action and support to inclusive governance and justice systems, while Pillar IV, on measures to ensure respect for human rights for all and the rule of law, features projects in support of victims of terrorism, a programme on prosecution, rehabilitation and reintegration, and initiatives on human rights, and artificial intelligence and counter-terrorism, as well as specific outputs related to human rights and the rule of law in larger programmes.

On Tuesday, 29 June, at 8:00 Eastern time, UNOCT, CTED and UNODC will launch the 2021-2022 United Nations Multi-Year Appeal for Counter-Terrorism in a virtual side event held on the margins of the 2021 Counter-Terrorism Week. The Multi-Year Appeal will then be accessible to all Member States, donors and United Nations entities around the world enabling concerted resource mobilisation at country level, in capitals and at the United Nations Headquarters.

The side event will be opened by the Under-Secretary-General, UNOCT, Mr. Vladimir Voronkov, the Assistant Secretary-General and Executive Director, CTED, Ms. Michèle Coninsx, and the Under-Secretary- General and Executive Director, UNODC, Ms. Ghada Fathi Waly. The event will also bring together voices from United Nations entities in the field as well as perspectives from Member States on the need for support and for adequate, sustainable, and predictable funding to meet those needs.

Outcomes of the side event:

  • Launch of the 2021-2022 United Nations Multi-Year Appeal for Counter-Terrorism accessible to all in an interactive digital format.
  • Launch of a video to showcase the navigation of the Multi-Year Appeal hosted on the website of the UNOCT Global Counter-Terrorism Coordination Compact.
  • Increased awareness of the resource needs and funding gaps of United Nations entities for specific projects and programmes supporting the CT and PCVE efforts of Member States.
  • Awareness of the improved integration of CTC/CTED assessment technical assistance needs and analysis in the design and implementation of projects and programmes.
