The use of unmanned aircraft systems (UAS) by terrorist actors is an evolving and increasingly complex threat, driven by rapid technological advances and the growing accessibility of commercially available systems. Recent United Nations reporting has highlighted the increasingly adaptive nature of the global terrorist threat, including the growing use of new and emerging technologies by terrorist groups, including UAS. Developments in autonomy, additive manufacturing, artificial intelligence, modular payload design, and globalized supply chains have significantly lowered the barriers for acquisition, adaptation, and deployment. These trends, combined with battlefield innovation and cross-regional diffusion of tactics, are increasing risks to civil aviation, critical infrastructure, maritime security, borders, and civilian populations.

Acting on behalf of the United Nations Security Council Counter-Terrorism Committee, its Executive Directorate (CTED) conducted a follow-up assessment visit to Jamaica from 9 to 12 June 2026. The purpose of the visit was to review the Government’s implementation of the recommendations made following the Committee’s visit conducted in 2017 and to assess progress in implementing relevant Security Council counter-terrorism resolutions, including resolutions 1373 (2001), 1624 (2005), 2178 (2014), and 2396 (2017), among other relevant resolutions.
