It situates accountability for development cooperation within the bigger accountability debate on the post-2015 development agenda as a whole and proposes a multi-layered accountability architecture for development cooperation in its “narrow sense” for post-2015.
DCF National Mutual Accountability survey. UNDESA has been conducting surveys on the status and progress in national mutual accountability and aid transparency for the DCF, in cooperation with UNDP, in 2009, 2011, and 2013/14.
Guidance note for national policy-makers and practitioners – This note on how to bring mutual accountability to life is intended for the diverse range of actors involved in development cooperation at country level. It provides guidance on the design, implementation and use of different MA enablers at national level and related challenges.
Quality of Development Cooperation: Accountability, Impact and Results – This paper shows how MA and efforts to strengthen transparency and capacity building have contributed to enhancing effective ODA delivery and how actors can strengthen monitoring and accountability to support implementation of a unified and universal development agenda post-2015.
Mapping of global and regional MA mechanisms – In 2009, UNDESA mapped the complex landscape of accountability mechanisms at regional and global level for the DCF, highlighting the nature, strengths and weaknesses of each. It provided the first comprehensive catalogue and categorization of such mechanisms. This exercise was updated for the DCF Germany High-level Symposium, held on 20-21 March 2014 and expanded to examine the effectiveness of these mechanisms.
Initial study on mutual accountability for the 2009 Vienna High-level Symposium – Building on the call of Member States for the DCF to analyse mutual accountability and aid transparency in development cooperation, this first study captures key trends in national, regional and global mutual accountability and transparency and the role the DCF can play in making progress in this area.
Trends in International Financial Cooperation for Least Developed Countries – This study analyses the limited quantity and quality of ODA to LDCs and proposes an LDC accountability framework, building on existing review processes.
Towards a strengthened framework for aid effectiveness - This study reviews the suitability of the aid effectiveness process, and under-exposed qualitative aspects of ODA, and suggested ways to building stronger support at the political level.
Reinforcing international mutual accountability – This summary of an expert group meeting on international mutual accountability identifies how to reinforce MA mechanisms at regional and global levels. It demonstrated, among others, that greater consolidation among these mechanisms and targeting action to country-level stakeholders is needed.
